The State Council has clear requirements for regulating the management of service charges and agency charges for urban compulsory education: the items and standards of service charges and agency charges must be approved by the provincial people's government; Fees must adhere to the principle of voluntary and non-profit for students, and compulsory service and compulsory collection are strictly prohibited; Strictly implement the publicity system of education fees.
