Three years in kindergarten, six years in primary school, three years in junior high school and three years in senior high school, a total of 15 years. At present, nine-year compulsory education is implemented in most parts of China, with six years in primary school and three years in middle school.

15 Free education refers to compulsory education in Europe and America. Most states are in 13, and many states are in transition to 15. In the United States, the basic education provided by public schools is collectively called K- 12 education, which is the floorboard of free compulsory education from kindergarten to high school 13 years.

Guiding ideology of educational reform

The Outline Law of Non-Higher Education System passed by the Macao Legislative Council re-established the guiding ideology of the second wave of education reform in Macao.

The first is to expand the connotation of education service, break the tradition that education is limited to the school system in the past, adopt the "big education view" of school, family and society cooperation, and at the same time strive to promote the "continuing education" of lifelong learning.

The second is to adjust the academic system, change the original "preparatory class for primary education" to "the third year of preschool education", make a positioning of preschool education in line with educational principles, establish the academic system of senior high schools that has been controversial for many years as three years, and build an education system that conforms to the international trend on the premise of completing the localization of education in Macao.
