Baicheng normal University is located in Baicheng, where Jilin, Heilongjiang and Inner Mongolia meet, and it is the only provincial undergraduate college in western Jilin.

Its predecessor was baicheng normal College founded in 1958. In order to rationally allocate educational resources and strengthen the function of colleges and universities in serving regional economic and social development.

In August 2000, Baicheng Forestry School, which was originally affiliated to the State Forestry Administration, was merged into baicheng normal College.

In March 2002, it was upgraded to baicheng normal College with the approval of the Ministry of Education.
