Hangzhou has promoted the collectivization of famous schools and embarked on a balanced, coordinated and sustainable development of compulsory education. The collectivization strategy of famous schools is a road with the lowest cost, the least risk and the greatest effect to solve the "difficulty in going to school", and it is also a successful road with Hangzhou characteristics to promote the balance, popularization and popularization of quality education. The greatest achievement of this system is to promote the balanced development of basic education. Specifically, it includes eight aspects: expanding high-quality educational resources, alleviating the tide of choosing schools, meeting different educational needs, innovating the school-running system, revitalizing state-owned educational assets, promoting the construction of teachers, improving the efficiency and level of running schools, and promoting the common development of urban and rural areas.

On June 24th, 2007, two Caihe series education groups were newly established in Jianggan District-Hangzhou Caishi Education Group and Hangzhou Caihe No.1 Primary School Education Group. At the same time, under the background of the collectivization strategy of famous schools, "the collectivization of famous gardens" has also entered a new process. By the end of 2006, there were 88 primary and secondary schools and kindergartens in the city, and 5/kloc-0 education groups were established, 90% of which were public education groups. These educational groups are led by prestigious schools and cover all stages of basic education.
