The state provides some general education to all school-age children. Countries generally take the implementation of primary education as the first step, and further improve their requirements with the development of politics and economy. Universal education is different from compulsory education enforced by law, but in order to effectively implement universal education, many countries usually stipulate the nature of their obligations in legal form, which is called universal compulsory education. The first person in the world who put forward the idea of popularizing six-year primary education was J.A. Comenius, a Czech educator in the17th century. After the 1970s, Britain, the United States, France and other countries began to implement universal education one after another because of the need of capitalist industrial production for educated workers and the struggle of the working class for the right to education. However, due to the serious social and economic contradictions in these countries, it is impossible to completely popularize education. According to the estimate of UNESCO1972, there are still 23 million people in the United States with universal higher education, accounting for 10% of the national population. In the process of promoting universal education in various countries, the common problems are: universal education in rural areas is more difficult than in cities, and it is more difficult in remote areas.
