The land used by colleges and universities is educational land, which belongs to state-owned allocated land. According to the current law, the transfer or change of use of allocated land must meet the legal standards.

Land transfer income shall be managed by two lines of revenue and expenditure, and colleges and universities shall not transfer state-allocated land without authorization, and use the proceeds to pay off debts.
