The evaluation index system of undergraduate teaching level is based on the Evaluation Scheme of Undergraduate Teaching Level in Colleges and Universities (Trial) (hereinafter referred to as the Evaluation Scheme) and the Higher Education Law of People's Republic of China (PRC) (hereinafter referred to as the Higher Education Law), and formulated according to the Evaluation Opinions of Undergraduate Teaching Level in Colleges and Universities issued by the Ministry of Education.
The conformity assessment scheme consists of five parts: assessment implementation method, assessment index system, assessment index and basic requirements, assessment conclusion and its standard, and adjustment explanation of relevant assessment indexes. The evaluation index system is divided into first-class index and second-class index. Among the evaluation indicators and basic requirements, there are 7 first-class indicators, 20 second-class indicators, 39 main observation points, basic requirements and remarks. And there are no core indicators and "special items".
Evaluation and implementation measures:
This method is divided into four parts: evaluation object and conditions, evaluation organization, evaluation procedures and tasks, evaluation discipline and supervision, which stipulates the applicable scope and basic conditions of the evaluated universities; The functions of the Ministry of Education, local education administrative departments and the evaluation center of the Ministry of Education are clarified. It is clear that the main procedures of conformity assessment include school self-assessment, expert admission assessment, conclusion review and release. Finally, the discipline of qualified assessment is put forward, and the "sunshine assessment" that accepts social supervision is required.
The method clearly stipulates in the conclusion that the "passed" colleges and universities will enter the next round of examination and evaluation of ordinary colleges and universities. The rectification of the school will be an important part of the audit evaluation. The rectification period of schools that have been suspended is two years, and the rectification period of schools that have failed is three years.
