In order to further standardize the management of off-campus feeding in kindergartens for primary and secondary school students, the Ministry of Education issued the Notice on Strengthening the Management of Off-campus Feeding in Schools. As can be seen from this notice, there are six main requirements.
First, to fulfill industry responsibilities, local education administrative departments should strengthen the management of school meals in their respective administrative areas according to the division of functions, that is to say, local education departments must verify the relevant qualifications of the company to ensure that it meets the relevant national standards.
The second is to improve the management system. The local education administrative departments should guide and supervise the off-campus business management. Schools should improve the off-campus business management measures, equip full-time or part-time off-campus security management personnel, and strictly implement food safety. Food safety has always been a concern of people. Therefore, catering enterprises should arrange personnel to manage when sending lunch boxes to schools to ensure that the lunch boxes provided are hygienic and healthy.
Third, detailed management measures. According to the above notice, the school should implement the system of centralized dining with meals, establish and improve the management system of separate warehouses, provide evaluation and exit mechanisms for industrial and commercial units, and establish the system of emergency management and accident reporting for centralized dining food safety. From the above notice, it can be guaranteed that students can take effective measures if they feel uncomfortable during the meal.
Fourth, strengthen supervision and management. Local education administrative departments should cooperate with local market supervision, health, public security and other relevant departments to increase the intensity and frequency of supervision and inspection of off-campus catering units.
Fifth, schools should use public information platforms and other means to disclose the information of official seals to parents of teachers and students in a timely manner, so as to make the information transparent and let parents and students know clearly which company their lunch boxes come from.
Sixth, strict accountability. If illegal acts are found in the off-campus industrial and commercial units during the inspection, all of them will be included in the list of serious violations of law and trust, and their catering qualifications will be cancelled.
