The management measures fully combine the actual situation of continuing medical education, take the implementation of the Eleventh Five-Year Plan as the core, and make specific provisions on ensuring the quality of continuing education projects and strengthening project supervision and management. It also emphasizes the financial management of project evaluation, spot check and related supervision and management expenses, which are very important in the management of continuing education projects.

Continuing medical education has become an important way and means to enhance the core competitiveness of medical and health units and improve the ability and quality of health technicians. It has played an important role in the construction of health talents and provided human resources guarantee for improving people's health level and building a well-off society in an all-round way.
Therefore, the 11th Five-Year Plan of Continuing Medical Education of the Ministry of Health requires continuing to improve laws and regulations of continuing medical education and gradually realize legal and standardized management. Be brave in reform and innovation, and conduct in-depth investigation and research on the main problems existing in the work.
We should actively explore how to establish the operating mechanism of continuing medical education and innovate the management system that adapts to the socialist market economic system. Adhere to the unity of form and content, and pay attention to quality and effect. Make full use of modern management means to strengthen the management of continuing medical education. Specifically, it is proposed that all provinces, autonomous regions and municipalities directly under the Central Government should regularly evaluate the work of continuing medical education in various places, check the implementation of continuing medical education projects every year, and check the overall goal that the number of projects is not less than 10%. And put forward programmatic measures to solve the problems of weak supervision and management in the development of continuing medical education.
2. Measures for the Administration of Continuing Medical Education Projects of Chinese Medical Association (for Trial Implementation)
In order to meet the needs of the development of medical science and technology and the development of socialist health in the 2 1 century, the eleventh five-year plan of continuing medical education of the Ministry of Health is implemented, so that continuing medical education can play a more important role. At the same time, in order to strengthen the management of continuing medical education projects carried out by the Chinese Medical Association and effectively solve the problems existing in the current continuing education work, the Department of Continuing Education of the Chinese Medical Association recently formulated and promulgated the "Management Measures for Continuing Medical Education Projects of the Chinese Medical Association" (hereinafter referred to as the "Management Measures") according to the relevant provisions of the state on continuing medical education and the actual situation of continuing education. The content of "Administrative Measures" focuses on the overall management of continuing education projects, and makes corresponding provisions on various links such as project declaration, examination and approval, management, evaluation and supervision during implementation. Especially in ensuring the quality of continuing medical education projects and strengthening project supervision and management, more specific work measures are put forward. The implementation of the management measures makes the continuing education of Chinese Medical Association have laws to follow and rules to follow, which is the premise and condition for the society to strengthen the supervision and management of continuing medical education and improve the overall level of continuing medical education.

"Management Measures" is closely related to the main measures of the 11th Five-Year Plan, with the focus on how to supervise and manage the project, which is embodied in the corresponding provisions.

2.2 It is clear that the project application time of the institute conforms to the relevant regulations of the National Committee for Continuing Medical Education, and it is a good time to cooperate with the national project application of continuing medical education. The application time for continuing medical education program of Chinese Medical Association is twice a year, before the end of 65438+February and before the end of June each year. The specific time and declaration matters shall be subject to the declaration notice issued by the Chinese Medical Association and the Ministry of Education.
2.3 Charge a certain fee for examination and supervision. Those who declare the continuing medical education project of Chinese Medical Association and pass the formal examination are required to pay the project evaluation fee as the approval, supervision and management fee of the continuing medical education project. The charging standard is 1000 yuan for each single project (including filing projects). All these expenses will be used for project management, including review and supervision. On the basis of stable scale, improve the project quality, ensure the smooth development of project management, and realize the transformation of continuing medical education from quantity to quality and from form to content. The financial management of this fee will be described in detail below.
2.4 Give full play to the advantages and functions of medical experts. The subject expert group of continuing medical education project of Chinese Medical Association is composed of leaders of Chinese Medical Association and experts from different disciplines. Its functions include: (1) formulating relevant work standards, management methods and implementation rules according to relevant provisions of continuing medical education; (2) Review the continuing medical education project of Chinese Medical Association, and the review results will be used as the basis for approving the project; (3) To guide, supervise, inspect and evaluate the continuing medical education project of Chinese Medical Association, that is, to participate in the actual spot check of the project.
2.5 The plan requires speeding up the informatization construction of continuing medical education, making full use of existing information and establishing a multifunctional, efficient, convenient and applicable information management system. It is necessary to establish a provincial-level continuing medical education data management center, understand and master the completion of continuing medical education project activities and continuing medical education object credits in real time, establish a statistical reporting system, and improve the scientificity and initiative of macro-decision. Data is the basis of inspection and supervision, and it is also the basis of establishing information management system. This management method focuses on collecting detailed data and gradually using it to better serve the project management. The Department of Continuing Education of Chinese Medical Association will establish a database of continuing medical education management to know and master the development of continuing medical education projects in real time. Each project organizer shall provide project-related materials to the Department of Continuing Education of Chinese Medical Association within 0/5 working days after the end of the project activities, including: project summary, formal notice of project activities, actual implementation schedule (course arrangement), training materials (lecture text and slides, lecture video, online continuing education course courseware, etc.). ), student address book, test questions, teaching experts list (including experts' names, work undertaken in the project, work unit and contact information). Text documents must be bound into volumes, and electronic documents must be submitted in the prescribed way. All materials shall be kept by the organizer of the continuing medical education program for at least five years for review and inquiry. If you refuse to submit the above information, or fail to submit it within the time limit, it will affect the project filing or the declaration of other continuing medical education projects organized by the organizer.
2.6 One of the measures proposed in the plan is inspection, supervision and regular evaluation. It is necessary to constantly improve and strictly implement the supervision system of continuing medical education, strengthen the restraint mechanism, regularly evaluate continuing medical education, check the implementation of the project, and correct problems in time when found. The "Administrative Measures" made specific provisions on spot checks of projects, stipulating that approved projects should be supervised by the Chinese Medical Association and the Ministry of Education. The Chinese Medical Association will continue to inspect and evaluate the implementation of projects approved by the Ministry of Education from time to time every year, and may assign special personnel to conduct spot checks. The number of spot checks shall not be less than 10% of the number of projects held. The organizers of the spot-checked projects should actively cooperate with the Chinese Medical Association to continue the inspection and evaluation work of the Ministry of Education, and take the initiative to submit self-evaluation reports and project-related materials, and there should be no deception. Inspection and evaluation personnel have the right to enter the venue for inspection, and to understand and investigate the situation from students and speakers. Each project organizer shall send the determined project holding time to the Department of Continuing Education of Chinese Medical Association two months in advance. The Continuing Education Department of Chinese Medical Association will notify the project organizer to conduct spot checks on the project within 20 working days before the project is held.
After the promulgation of the Administrative Measures, it is necessary to strengthen the implementation and strict management, further refine the workflow of each link, establish corresponding standards, templates and SOPs, and attach importance to the financial management of related expenses. Trial for a period of time, constantly find problems, sum up experience, timely modify and improve the relevant regulations.
3 financial management to participate in project management
According to the relevant provisions of the Regulations on Continuing Medical Education (Trial), the funds needed for continuing medical education are raised by the state, collectives and individuals through multiple channels. The Eleventh Five-Year Plan points out that it is necessary to increase investment, establish and improve a virtuous circle mechanism for raising and using funds for continuing medical education, and ensure the funds for continuing medical education. As a non-profit organization, the Chinese Medical Association is not for profit. The project management of continuing medical education is a concrete and important social mission, which needs sufficient financial support, and scientific and reasonable financial management of related expenses is also the top priority.
In order to further standardize financial management, effectively use funds, save costs, improve the efficiency of evaluation and supervision of continuing education projects, make them really play a role, smoothly carry out supervision and spot checks on continuing medical education projects of Chinese Medical Association, ensure the quality of continuing medical education projects, and thus promote the improvement of the overall level of continuing medical education, the author of this paper believes that relevant financial management work should be gradually implemented from the following aspects.
31Scientific management of continuing education project evaluation and supervision funds according to law.
First of all, relevant leaders should pay attention to financial laws and regulations, strengthen study, and fully realize the importance of financial management in the supervision of continuing education projects. Secondly, according to the inherent laws of financial management and the requirements of relevant national laws and regulations, we will gradually establish a relatively standardized, scientific, perfect and self-disciplined financial management system, and establish and improve the financial management system and various work processes. Under the principle of division of labor and cooperation, clarify the responsibilities of management positions and personnel, and refine the responsibilities, so that the system manages people and the responsibility goes to people. Strict financial management workflow and approval procedures; At the same time, according to national laws and regulations, combined with the possible weak links in financial management, formulate supporting management systems such as financial planning, cost management and expenditure management, and conscientiously implement them. Thirdly, communicate with the relevant price supervision departments, handle all the examination and approval procedures related to fees, make them conform to the provisions of relevant national laws and regulations, and realize legal fees.
3.2 Strengthen budget management and make financial forecasts.
According to the objective situation of continuing education project management, we should make overall consideration, ensure the key points, balance the income and expenditure, fully reflect the income and expenditure, closely combine budget preparation with project management methods and project characteristics, and scientifically and reasonably prepare detailed budgets to ensure the integrity and scientificity of budget content. In the process of budget implementation, we should insist on seriousness, authority and binding, insist on spending according to the project, time and schedule, and insist on spending according to the income quota. We are not allowed to change the budget at will, ensure the safety of funds, improve the efficiency of fund use, and strengthen post-event evaluation and analysis. If it is really necessary to adjust the budget or increase expenditure due to special circumstances, it shall be submitted for approval in accordance with the prescribed procedures.
3.3 Prepare financial plans and strictly control expenditures.
According to the actual situation, the evaluation and supervision of continuing education projects should be scientifically and reasonably planned, cost accounting should be strengthened, and internal cost accounting management suitable for enterprises should be formulated with reference to the cost management methods of enterprises. Carefully calculate the expenditure on evaluation and supervision of continuing education projects, practice economy, strictly control the scope and standards of expenditure, maximize the use of funds for project evaluation and supervision, and focus on controlling the weak links that are prone to problems and loopholes, so as to truly take it from the project and use it for the project.
The expenditure scope of continuing education evaluation and supervision mainly includes: (1) labor expenses of staff and experts; (two) the round-trip transportation expenses of staff and experts, as well as the necessary vehicle expenses during the review and supervision and spot check; (3) Accommodation fees of staff and experts during the review, supervision and spot check; (4) Post and telecommunications subsidies for staff and experts; (five) the printing and production costs of relevant documents and certificates; (6) Office supplies, office equipment, meeting place rent and other related expenses; (seven) medical expenses incurred by staff and experts due to supervision and spot check; (8) Other necessary expenses.
3.4 Establish a financial examination and approval system to eliminate waste.
Although DDI is aware of financial risks, it has established a strict expenditure approval system. Every expenditure incurred in the process of evaluation, supervision and management of continuing education projects must be reimbursed after examination and approval in strict accordance with the prescribed authority. Formulate standardized reimbursement procedures, and each expense must obtain legal vouchers and attach relevant approval documents, which shall be signed by the person in charge and approved by the competent leader, and then reimbursed by the financial personnel. Strengthen the pre-supervision and post-supervision of the evaluation and supervision funds of continuing education projects. Adhere to the system, resist unreasonable expenses and put an end to waste.
3.5 Strengthen bill management and use bills legally.
Tax invoices are legal bills for charging, which should be purchased and managed by all accounting departments. Other internal institutions and individuals are not allowed to buy without authorization, and it is strictly forbidden to use non-compliant bills to collect fees. Relevant expenses should be authentic, complete and legal original bills, otherwise reimbursement should be refused.
3.6 Strengthen the control and supervision of the funds for evaluation and supervision of continuing education projects.
Strictly abide by financial laws and regulations, standardize financial management, strengthen financial control, establish corresponding control systems, equip full-time financial personnel, and standardize income and expenditure behavior. Regularly carry out financial inspection on the evaluation and supervision funds of continuing education projects, correct or solve the problems found in the inspection in time, and formulate preventive measures. Make financial affairs public regularly, increase the transparency of the use of funds, and consciously accept the supervision of the masses. Improve the relevant evaluation methods, scientifically evaluate the financial indicators of financial management and the effect of fund use, and improve the management efficiency and social credibility of TCM continuing medical education projects through institutionalized evaluation.
3.7 Establish financial analysis system to improve management level.
Establish a financial analysis system to compare, analyze and study the financial activities and results of continuing education funds in a certain period of time. Through analysis, we can objectively reveal the problems existing in financial work, sum up experiences and lessons, improve and perfect financial work and improve the level of financial management. At the same time, through the analysis of financial activities, let relevant leaders know the expenditure and management of expenses in time, and constantly improve and strengthen financial management. For some special situations and problems, we should conduct special analysis from time to time to study new situations and solve new problems in time.
3.8 Strengthen the construction of financial personnel and comprehensively improve the quality of financial personnel.
Modern financial management requires accountants to change from traditional accounting to management and operation accounting, which requires accountants to have higher quality to adapt to the development of market economy. According to the specific situation of the unit, financial personnel are regularly trained in professional ethics and business technology, and internal assessment is carried out to comprehensively improve the professional ethics, accounting policy level and professional quality of financial personnel in various forms, and urge them to strictly perform their duties and enhance their sense of responsibility. Making good use of talents is an important condition for implementing good financial management.
