The implementation of basic universal 13-year compulsory education refers to the education received by all school-age children, teenagers and young people in areas with conditions in Yunnan. Its purpose is to protect the right of school-age children and adolescents to receive compulsory education, expand the scope of compulsory education, explore the ideas and methods of basically popularizing thirteen-year compulsory education, promote educational equity, accelerate the process of educational modernization, and improve the quality of all ethnic groups. It is understood that by the end of this year, nine-year compulsory education will be popularized in 126 counties (cities, districts) in our province, and the gross enrollment rate of senior high schools in 22 counties (cities, districts) will reach more than 50%, the enrollment rate of migrant children will reach 70%, and the gross enrollment rate of higher education will reach 14.6%, which enables us to choose some countries with rapid economic development.

The main goal of the pilot work of basically popularizing 13-year compulsory education is to implement the pilot work of compulsory education for one year before school, six years in primary school, three years in junior high school and three years in senior high school among school-age children, teenagers and young people aged 6 to 18. Through three to five years' efforts, we will basically popularize 13-year compulsory education in pilot areas above the county level, and strive to gradually implement free education free of tuition and miscellaneous fees. By 2020, we will strive to basically popularize 13-year compulsory education in the province. Its safeguard measures mainly include: under the leadership of the provincial government, the state and municipal people's governments make overall plans, take counties (cities, districts) as units, and the people's governments at the county level as the main organizations to implement them, and the standing committees of pilot cities and counties' people's congresses examine and approve the implementation plan for basically popularizing 13-year compulsory education and make resolutions; Governments at all levels in the pilot areas will fully incorporate compulsory education into the scope of financial security, include compulsory education funds into the fiscal budget, and timely and fully allocate compulsory education funds in accordance with staffing standards, salary standards, school construction standards, and per capita public funds standards. , to ensure the normal operation of the school and to pay the staff salaries according to the regulations; Guarantee the implementation of compulsory education in rural areas and ethnic minority areas, and guarantee the right of school-age children, adolescents and adolescents with financial difficulties and disabilities to receive compulsory education; To establish a unified post system for compulsory education teachers, teachers should obtain the qualifications prescribed by the state.

At present, the Provincial Department of Education has issued "Guiding Opinions on Implementing Thirteen-year Compulsory Education in Yunnan Province", proposing that the first batch of pilot cities are Kunming, Qujing, Yuxi, Zhaotong, Chuxiong, Honghe, Wenshan, Pu 'er, Dali, Baoshan, Lijiang, Lincang, etc. 12 and 30 counties and cities, and the pilot period is 3 to 5 years.
