Strengthening and improving the ideological and moral construction of minors is not only a "hope project" of modernization, but also a "popular project" involving thousands of families, which is of great significance to the overall situation, the root cause and the long term. In recent years, Party and government at all levels have conscientiously implemented the spirit of the No.8 Document of the Central Committee, organized and led the work in place, made specific measures and made clear responsibilities, and achieved certain results in ideological and moral construction of minors. However, objectively speaking, there are still many shortcomings in the ideological and moral construction of minors, and there is still a big gap with the requirements of the people. This work has a long way to go.

I. Problems and causes

The survey results show that at present, about 20% of the cadres and the masses are dissatisfied with the measures taken and the results achieved in implementing the spirit of the No.8 Document of the Central Committee. The number of juvenile delinquency is increasing year by year, and it shows the trend of younger age and lower education. The proportion of crimes committed by children of farmers and unemployed people has increased, and the situation of ideological and moral construction of minors is still grim, mainly in the following aspects:

(1) Some leaders don't know enough. The leaders of a few towns and departments don't know enough about the importance and necessity of doing this work well, and they don't really take the leadership responsibility. The phenomenon of "one hand is hard and one hand is soft" is more prominent, which leads to many inadequacies in the ideological and moral construction of minors in terms of system and mechanism, ideological concepts, content forms, methods and means, team building, capital investment, policies and measures, etc.

(2) The role of position is not obvious. There are few patriotic education bases for young people's practical activities in the county. The existing patriotic education bases such as Luo Shiwen Historical Materials Exhibition Hall have not fully played their roles, and the free opening of patriotic education bases and public cultural facilities has not been fully implemented.

Targeted education is not enough. In school education, there is a common phenomenon that wisdom is valued over morality, classroom teaching over social practice. The education of minors' psychological and physiological knowledge lacks effective methods and means, the education content is not targeted, the education method is not flexible, the work is not in-depth and the effect is not good.

Managing special children is more difficult. In some remote mountainous towns, the phenomenon of rural teenagers dropping out of school still exists; There are gaps and difficulties in the discipline of children with divorced parents, children of migrant workers and children who have dropped out of school.

(5) The governance of social environment is not thorough. Illegal publications containing pornography, murder and violence, horrible, cruel and obscene online information, mahjong gambling everywhere, especially commercial internet cafes with great temptation still exist, which seriously affects and poisons the minds and hearts of minors and leads some minors to misbehave and even go astray in crime.

Second, the countermeasures and suggestions

(1) Strengthen organizational leadership. Strengthening leadership is the core issue. Party and government at all levels should earnestly shoulder the important responsibility of strengthening and improving the ideological and moral construction of minors from the height of Theory of Three Represents Theory, building the party for the public and governing for the people. In particular, the "top leaders" of the party and government should shoulder political responsibilities, often listen to reports, investigate and study, grasp the dynamics and solve problems. Give full play to the advantages of departments and mass organizations, clarify responsibilities, cooperate closely, and form an overall synergy. Divide the objectives and tasks of ideological and moral construction of minors into relevant departments and units, clarify responsibilities, take effective measures, strengthen supervision and inspection, ensure the implementation of various tasks, and truly form a leadership system and working mechanism led by the party and government, led by the Civilization Committee, responsible by the Civilization Office, managed by all departments and actively participated by the whole society.

(2) Carry out moral education in an all-round way. Moral education is the primary work to strengthen and improve the moral construction of minors.
