First of all, although China's cadre education and training institutions are composed of national ad hoc institutions, affiliated institutions of party and government departments (people's organizations) at all levels, affiliated institutions of central management enterprises and central financial institutions, educational bases of national cadre training colleges, provincial and municipal party schools and administrative colleges (socialist colleges), and local party spirit education bases. There is no unified and clear organizational structure within the seemingly comprehensive institutional system, and problems such as complex nature, overlapping functions and fragmentation have always existed and become increasingly prominent. The establishment of some training institutions lacks targeted positioning, is arbitrary and blind, and even gradually becomes hidden "sanatoriums" and "guest houses".
