Interim Provisions of Gansu Province on the Work of Township (Town) Education Management Committee
Article 1 In order to promote the healthy and in-depth development of rural education reform in our province, these Interim Provisions are formulated according to the Decision of the Central Committee of the Communist Party of China on the Reform of Education System and the Opinions on Several Issues Concerning the Implementation of Graded Management of General Education in Gansu Province. Article 2 The township (town) education management committee is the administrative body that leads and manages rural education. It exercises its functions and powers under the leadership of the township (town) people's government and the guidance of the county-level education administrative department, and does all the work within its scope of duties. Third township (town) education management committee should conscientiously implement the guiding principle of "education must serve socialist construction, and socialist construction must rely on education", so that education and economy can develop in harmony and serve local economic and social development. Fourth township (town) education management committee consists of five to seven people. Generally, the head of the township (town) in charge of education is the director, the person in charge of the school district and the director of the economic commission are the deputy directors, and the person in charge of education, school district accounting, township finance and related personnel are members.

The composition of the township (town) education management committee and its personnel changes shall be examined and approved by the township (town) people's government and reported to the higher education administrative department for the record. Fifth township (town) education management committee may set up offices, or entrust school districts or central schools to take charge of daily work. Sixth overall planning of basic education, vocational and technical education and adult education in the township, so that they are organically combined, mutually infiltrated and coordinated development. Properly solve the treatment of private teachers. In addition to ensuring the full payment of state subsidies, collective subsidies should be implemented to gradually approach or reach the level of local public teachers at the same level, and areas with good economic conditions can be higher. Tenth responsible for the assessment of school cadres and teachers, as well as the adjustment between schools in townships (towns). The appointment and removal of private teachers is proposed by the township (town) education management committee and reported to the county-level education administrative department for examination and approval. Fourteenth in-depth practice, investigation and study, care about teachers' lives, check and guide school work, and help solve specific problems. Fifteenth should pay attention to the role of administrative villages in improving school conditions, improving teachers' treatment, managing school property, safeguarding school rights and interests, and mobilizing school-age children to enter school. Sixteenth sum up experience, improve the work, regularly report to the township (town) people's government and the county education administrative department. Seventeenth the Interim Provisions shall come into force as of the date of promulgation.
