In order to strictly manage the student status of primary school students, establish a good teaching order, consolidate and popularize the achievements of nine-year compulsory education, promote the school to fully implement the education policy, comprehensively promote quality education, enable students to develop morally, intellectually and physically, and improve the quality of primary school education and the level of running schools, these rules are formulated in accordance with the Measures for the Administration of Student Status of Primary School Students in Anhui Province (for Trial Implementation) and combined with the actual situation in our district.

I. Acceptance

Article 1 Primary schools should be admitted to the nearest school on time without taking the test. One month before the start of the new school year, the school registered school-age children in the service area and reported them to the Township People's Government (the administrative departments of education in three primary schools in the city) for review. The primary school authorized by the local people's government (or the education administrative department) will send the admission notice of children who should receive compulsory education to their parents or other guardians at the latest 15 days before the start of the new school year.

All children who have reached the age of 6 (as of August 3 1 of that year) will be admitted to the primary school designated by the district education administrative department according to the principle of nearest school, and then they will obtain their school status with the actual permanent residence booklet (or real estate license) and the Notice of Admission for New Students in Compulsory Primary School.

Primary schools generally do not accept underage children outside the service area.

School-age children who cannot register at school on time due to special reasons must explain the reasons within the registration time stipulated by the school and ask for leave from the school with proof. If the school fails to report for admission within one week without reason, it shall report to the local people's government and the higher education administrative department, criticize and educate its parents or guardians, and order them to send their children to school.

Article 2 School-age children who need to be exempted from examination and suspended from school shall apply by their parents or guardians, and be approved by the township people's government (the education administrative department of the city's third-level primary school reported to the district), and the school shall issue a certificate of exemption and suspension. If you apply for exemption or extension of enrollment due to physical reasons, you should attach a certificate from a district-level medical institution. If you still can't go to school after the expiration of the slow admission period, you should re-apply for slow admission.

Article 3 Primary schools shall prevent students who have not completed compulsory education for a specified number of years from dropping out of school. Students in school don't come to school without the permission of the school, and the school should make home visits in time to find out the reasons and urge them to come to school: if they still don't come to class within three days after being urged by the school, the school should contact their village committees or neighborhood committees to jointly mobilize them to come to school; If a student fails to arrive at school within one week, the school shall report to the township people's government and the district-level education administrative department, and cooperate with the relevant departments to resume their studies according to law and do a good job in consolidation. Every semester, the school should record the dropout of students in the student registration form.

Article 4 Primary schools have classes of 40-45 students. There are generally no more than 40 students in each class of the compound teaching class. Small class teaching is advocated where conditions permit.

Second, transfer and loan.

Article 5 Students are allowed to transfer schools or borrow books under any of the following circumstances: the home address is transferred across provinces, cities, counties (districts) and townships (towns); The home address has moved out of the service area of the original school, and the journey is far from being able to attend the original school; One or both parents have been engaged in business activities in the school service area for three years; Migrant children stay with their parents or guardians in the inflow area for more than half a year, and they do not have guardianship conditions in their permanent residence.

Sixth students transfer, the parents or guardians of the students must submit a written application to the school. With the consent of the transfer school, parents contact the transfer school with the school transfer letter. After the transfer school agrees to receive it, it should immediately send the reply (or forwarded by the parents) to the transfer school, and the transfer school can issue the transfer certificate only after receiving the reply. Transfer students will go through the transfer formalities with the transfer certificate, quality development report and parents' unit certificate issued by the original school. Transfer formalities shall be handled within one week before and after the start of each semester.

In order to avoid serious overcrowding caused by transfer and borrowing in urban primary schools, the transfer and borrowing in three urban primary schools shall be uniformly examined and approved by the district education administrative department. Other central primary schools should arrange students who meet the conditions of transfer (borrowing) in time. If a transfer student cannot transfer for special reasons, the original school shall allow the student to return to school.

It is recognized that students must have parents' or guardians' application, transfer reply and transfer certificate stub. Students must have a transfer certificate if they want to transfer.

Seventh schools accept students to transfer (borrow) to school, according to the relevant provisions of the province, city and district to charge a borrowing fee, but not to charge a high sponsorship fee.

Children of cadres of troops stationed in Tibet, border guards and troops stationed on the island, cadres aiding Tibet and martyrs who request to borrow books should be properly arranged and no borrowing fee is charged; Children of overseas Chinese, compatriots from Hong Kong, Macao and Taiwan, and foreign experts working in China who want to borrow books should be taken care of; The acceptance of foreign students shall be handled in accordance with the relevant provisions of the Interim Measures for the Administration of Accepting Foreign Students in Primary and Secondary Schools of the Ministry of Education.

Eighth students who have completed the compulsory primary education for a specified number of years can receive the certificate of completing the compulsory primary education at school.

Third, drop out of school and return to school

Article 9 Those who need treatment and rest due to illness, who are certified by hospitals at or above the township level and approved by the school, or who have other justifiable reasons and approved by the school, may suspend their studies, and the school shall issue a certificate of suspension. The suspension period generally does not exceed the start date of the next school year. If you can't resume school at that time, you have to go through the examination and approval procedures again. Students who have been suspended from school for more than three months due to illness or special circumstances within one semester and have difficulties in subsequent classes may be suspended according to specific circumstances. When resuming school, the school may, according to its actual education level, and solicit the opinions of itself and its parents or guardians, put it into the corresponding grade.

During the period of suspension from school, his student status shall be retained, but he shall not transfer to another school. After the expiration of suspension or semester, you can ask to resume school, and you can resume school with the rehabilitation certificate of hospitals at or above the township (town) level. Those who have not gone through the formalities for resumption of school at the expiration date should be mobilized to resume school on time.
