If the unit needs to raise strong dogs or more dogs for security work, it shall be reported to the local (city) and county public security organs for approval. The catalogue of breeds of strong dogs and large dogs shall be determined by the supervising and managing department for animal epidemic prevention in conjunction with the public security organs and announced to the public.

Note: Articles 23 and 25 of Chengdu Dog Breeding Management Regulations are attached for your reference! Thirty-third dog owners should abide by the following provisions when taking their dogs out of the house:

(a) put the dog in a dog cage, dog bag or lead the dog by a person with full capacity for civil conduct;

(2) Wearing dog signs;

(three) to avoid pedestrians such as the elderly, the disabled, pregnant women and children;

(four) timely removal of dog feces;

(5) Stop dogs barking and attacking pedestrians in time.

Forty-second in violation of the provisions of article thirty-third (four), the city management department shall order it to make corrections, and may impose a fine from 50 yuan to 200 yuan.

Article 10 If a dog hurts others, the dog owner shall immediately send the victim to a medical and health institution for diagnosis and treatment, and bear the responsibility according to law after paying the medical expenses in advance.

Convention on Dog Breeding Management in Yijing Community of East Road

Chapter I General Principles

Article 1 In order to strengthen the management of dog-raising in residential areas, maintain the environmental sanitation and public order in this residential area, and ensure the health, comfort and personal safety of owners and property users, this Convention is formulated in accordance with the provisions of the Regulations of Chengdu Municipality on Dog-raising Management promulgated by the Standing Committee of Chengdu Municipal People's Congress and combined with the actual situation of this residential area.

Article 2 The provisions on the management of dog-raising in residential areas shall implement the division of labor responsibility system. The owners' committee is responsible for convening the owners' (representatives') meeting to formulate management regulations and supervise their implementation. The property service enterprises implement detailed management, and the owners and property users actively support, cooperate and supervise, and the dog owners are self-disciplined.

Article 3 The realty service enterprise shall assist the public security organs, neighborhood offices, communities and other departments to carry out publicity and education on keeping dogs in accordance with the law and civilization in this residential area, and carry out daily dog-raising supervision.

Chapter II Daily Management

Article 4 A realty service enterprise shall assign a special person to be responsible, establish the dog-raising information registration materials, and formulate management measures.

Accept the suggestions, reports and complaints of the property manager of the owner, and mediate the disputes caused by raising dogs. Stop raising dogs in violation of management regulations. Report illegal dog-raising behavior to public security organs and other relevant functional departments.

Article 5 The compulsory immunization system for dogs shall be implemented in this residential area according to law. Dog owners should send their dogs to animal disease prevention and control institutions or qualified animal clinics for rabies immunization and obtain immunization certificates.

Sixth in this residential area resolutely put an end to open dogs, large dogs, dogs must be tethered or captive. Dog owners should put dogs into dog bags or cages or use dog leashes by people with full capacity for civil conduct, pay attention to avoid pedestrians such as the elderly, disabled people, children and pregnant women, and stop barking and attacking pedestrians in time.

Seventh dog owners should pay attention to dog hygiene, and shall not cause air or environmental pollution to neighbors and other owners and users. When taking the dog out of the house, you should consciously and timely remove the dog manure, and you should not pollute the public environment such as roads, activity places and lawns and green spaces.

Chapter III Liability for Breach of Contract

Article 8 If a dog owner ignores the law and this management regulation, and repeatedly leaves the dog open or lets the dog defecate in the owner's shared place, and refuses to make corrections after repeated discouragement by the management personnel, the property management personnel may send the dog as a stray dog to Chengdu stray dog reception institution for treatment.

Article 9 If a dog owner injures others because of his dog, he shall immediately send the injured person to a medical institution for diagnosis and treatment, pay the medical expenses in advance, and bear the responsibility according to law.

Article 10 Dog owners fail to immunize their dogs according to law, and if the dogs hurt people, they will not be sent to medical institutions for diagnosis and treatment, nor will they advance medical expenses; If the epidemic situation is not reported in time, the barking affects the lives of others, and the dog owners fail to take effective measures, and the property management personnel shall order them to make corrections and still ignore them, they shall report to the supervising departments for animal epidemic prevention, public security organs, municipal administration and other departments. It should be dealt with according to law.
