The position and role of the US Department of Education
Although the Federal Ministry of Education has existed for more than ten years, the American Constitution only grants the right of education management to the state government, but does not stipulate the federal government's obligation to education, which has greatly affected the role of the Federal Ministry of Education. Most education policies in the United States are not formulated by the federal government, but by state and local governments, and are implemented by state education departments and education bureaus in about 15000 local school districts.

In the American education system, the important role of States and localities can also be fully reflected in the expenditure of education funds. In 2000/200 1 year, the total expenditure on education in China was US$ 650 billion (about 7.3% of US GDP), of which over 9 1% came from state, local and private donations, and the federal government allocated only 9%, about US$ 60 billion. The federal government's education funds are controlled by the Ministry of Education, the Ministry of Health and the Ministry of Agriculture, of which the Ministry of Education has about 42 billion US dollars, accounting for only 6% of the total education funds.
