Private non-enterprise units are social organizations engaged in non-profit social service activities organized by enterprises, institutions, social organizations, other social forces and individual citizens using non-state-owned assets.

Private non-enterprise units are not enterprises, let alone economic organizations, but social service organizations that do not have the nature and characteristics of enterprises. Interim Measures for the Administration of Registration of Private Non-enterprise Units

Article 2 Private non-enterprise units can be divided into three types: private non-enterprise units (legal persons), private non-enterprise units (partnerships) and private non-enterprise units (individuals) according to their different ways of bearing civil liabilities according to law.

Individuals who contribute and serve as the person in charge of private non-enterprise units may apply for registration of private non-enterprise units (individuals);

If two or more people are in partnership, they may apply for registration of private non-enterprise units (partnerships);

Organized by more than two people and with legal personality, you can apply for registration of private non-enterprise units (legal persons).
