After the announcement, some people put forward different opinions, among which Zhang Zhidong, the governor of Huguang, also put forward more systematic suggestions. In this case, Cecilia Cheung and Rong Qing, the ministers in charge of management learning, invited Zhang Zhidong to run the school with business in June 1903, and the imperial edict was complied with.

Defects in education system

It is worth noting that the Guimao academic system has no status of women's education, and it is not allowed to set up girls' schools, so teachers in nursing homes cannot be trained by schools. Nurses in nursing homes can only be filled by trained nursing homes. They are women with extremely low education level, strong feudal thoughts and lack of modern scientific knowledge, which shows the feudal backwardness of nursing home education.
