Specific conditions:

2. Individuals who run private kindergartens should be citizens with Beijing household registration, political rights and full capacity for civil conduct.

3. Private kindergartens shall meet the conditions of legal persons.

Article 37 of the General Principles of Civil Law stipulates that a legal person shall meet the following conditions:

(2) Having necessary property or funds;

(3) Having its own name, organization and place;

(4) Be able to bear civil liability independently.

4. State institutions shall not hold private kindergartens.

5. Social organizations or individuals other than state institutions can independently or jointly run private kindergartens. 3. The organizers of private kindergartens can use funds, physical objects, land use rights, intellectual property rights and other property as the capital contribution for running schools. State funds, fees charged to students, loans from private kindergartens, and donated property accepted are not the capital contribution of the organizers of private kindergartens.

(4) Teaching places and facilities

The specific standards of teaching places and facilities in private kindergartens shall be implemented with reference to the Conditions and Standards of Kindergartens and Nurseries in Beijing (Trial).

1. Private kindergartens shall set up kindergarten councils, boards of directors or other forms of decision-making bodies.

Private kindergartens employ teachers and staff independently. Private kindergartens need to sign employment contracts or labor contracts when hiring full-time teachers, staff and other staff; To employ part-time teachers, staff and other staff, it is necessary to sign an employment agreement or labor contract to clarify the rights and obligations of both parties.

VII. Materials to be submitted (using A4 paper):
