In order to thoroughly implement the spirit of the National Education Conference and the National Basic Education Work Conference, implement the relevant requirements of the Central Committee of the Communist Party of China and the State Council's Opinions on Deepening Education and Teaching Reform and Comprehensively Improving the Quality of Compulsory Education (Zhong Fa [2019] No.26), improve the implementation mechanism of Lide Shu Ren, strengthen the curriculum and teaching management of compulsory education schools, deepen the reform of compulsory education curriculum and teaching, accelerate the modernization of education governance system and governance capacity, and comprehensively improve the quality of compulsory education in our province, we specially study and formulate.

Implementation principle:

(1) Seek truth from facts. Adhere to the attitude and style of seeking truth from facts, correctly handle the relationship between expected reform goals and practical feasibility, proceed from reality, persist in seeking truth from facts, and be pragmatic.

(2) adjust measures to local conditions. Under the premise of simultaneous implementation and earnest implementation, based on the educational development differences between regions, urban and rural areas and schools, we will strengthen the main responsibility of school curriculum implementation, and encourage and support schools to carry out diversified management reform in combination with the actual situation of local schools.

(3) Innovation and development. Give full play to the main role of teachers in classroom teaching reform, encourage and support schools and teachers to innovate boldly, actively explore, study hard, explore effective ways, and promote curriculum and teaching reform.
