According to the responsible comrades of the Department of Vocational Education and Adult Education of the Ministry of Education, the overall goal of the implementation plan is to continuously increase the investment and policy supply of vocational education through scientific planning and reasonable adjustment, so as to further optimize the layout structure of vocational schools, obviously improve the conditions for running schools, improve the overall level of teachers, and significantly enhance the quality and attractiveness of vocational education. The proportion of schools in all provinces, autonomous regions, municipalities directly under the Central Government and vocational schools of Xinjiang Production and Construction Corps that meet the key monitoring indicators will reach more than 80% by the end of 2023 and more than 90% by the end of 2025.
The Implementation Plan defines five key tasks: optimizing the distribution of resources, strengthening the infrastructure construction of vocational schools, optimizing the construction of teachers in vocational schools, improving the teaching conditions of vocational schools, and raising funds for running schools through multiple channels.
The "Implementation Plan" requires that secondary vocational schools and higher vocational schools be included in the coverage of vocational school-running projects. Secondary vocational schools include schools that have been approved by local people's governments at or above the county level or relevant departments to recruit full-time students in accordance with the prescribed authority and have actual school-running behavior (schools have enrollment qualifications in the student management information system of secondary vocational schools and technical schools have enrollment qualifications in the information management system of national technical colleges), excluding schools with secondary vocational classes and newly established schools after 2022 (inclusive). Higher vocational education includes higher vocational (junior college) schools approved by the education department, excluding higher vocational undergraduate schools and newly established higher vocational (junior college) schools after 2022 (inclusive).
The "Implementation Plan" pointed out that in terms of policy guarantee, the Ministry of Finance and the Ministry of Education will take the work of meeting the standards in various places as an important consideration when arranging funds for the quality improvement plan of modern vocational education. The National Development and Reform Commission educates a powerful country, promotes project financial support, and improves the conditions for running vocational schools.
In addition, the Ministry of Education and Ministry of Human Resources and Social Security respectively take the lead in establishing a dispatching mechanism for vocational schools to meet the standards according to their duties, and regularly dispatch them through the management information system of secondary vocational schools, the information management system of national technical colleges, the data collection management platform of talent training in higher vocational colleges and field sampling. The state will incorporate the attainment of school-running conditions of vocational schools in various places into the assessment of the performance of educational duties and the evaluation of the effectiveness of vocational education reform by provincial people's governments. Local governments regard the compliance as an important basis for assessing, rewarding and punishing municipal and county party committees and governments and their principal responsible persons. From 2023 onwards, schools around the country will be informed of the standards every year, and the effectiveness of local work will serve as an important basis for the selection of the new round of vocational education reform projects. Schools that are still not up to standard by the end of 2025 should take measures such as reducing enrollment plans.
