1. Correctly understand the safety responsibilities and obligations entrusted to the supervision unit by Mana Law 1: Article 14 of the Regulations on the Administration of Work Safety in Construction Projects issued by the State Council Order No.393 of the People's Republic of China, the project supervision unit shall examine whether the safety technical measures or special construction plans in the construction organization design meet the mandatory standards for engineering construction. In the process of supervision, the engineering supervision unit shall require the construction unit to rectify the hidden dangers of safety accidents; If the situation is serious, the construction unit shall be required to temporarily stop the construction and report to the construction unit in time. If the construction unit refuses to rectify or stop the construction, the project supervision unit shall report to the relevant competent department in time. Engineering supervision units and supervision engineers shall carry out supervision in accordance with laws, regulations and mandatory standards for engineering construction, and assume supervision responsibility for the safe production of construction projects. 2. Opinions on Implementing Supervision Responsibility of Construction Project Safety Production Jianshi [2006] No.248, Construction Departments of all provinces and autonomous regions, Construction Committees of municipalities directly under the Central Government, Construction Departments of Shandong and Jiangsu Provinces, Construction Bureau of Xinjiang Production and Construction Corps, relevant departments of the State Council, Engineering Management Bureau of Ministry of Infrastructure, Barracks Department of the General Logistics Department, relevant enterprises managed by SASAC, and relevant industry associations: In order to conscientiously implement the Regulations on the Administration of Construction Project Safety Production (hereinafter referred to as the Regulations), Guide and urge the engineering supervision unit (hereinafter referred to as the "supervision unit") to implement the responsibility of safety production supervision, do a good job in safety production supervision of construction projects (hereinafter referred to as the "safety supervision"), and earnestly strengthen the safety production management of construction projects, and put forward the following opinions: 1. Main contents of safety supervision of construction projects The supervision unit shall carry out supervision in accordance with laws, regulations, mandatory standards of construction projects and supervision entrustment contracts. Supervise and inspect the construction safety production of the supervised project, including: (1) main work contents of safety supervision in the construction preparation stage 1. The supervision unit shall, in accordance with the provisions of the Regulations, the mandatory standards for engineering construction, the Code for Supervision of Construction Projects (GB503 19) and the requirements of relevant industry supervision standards, prepare a project supervision plan including safety supervision contents, and define the scope of safety supervision. 2, for medium-sized and above projects and the "Regulations" provisions of article twenty-sixth of the greater risk of partial projects, supervision units should prepare supervision implementation details. The detailed rules for implementation shall specify the methods, measures and control points of safety supervision, as well as the inspection scheme for safety technical measures of the construction unit. 3. Check whether the safety technical measures in the construction organization design prepared by the construction unit and the safety special construction scheme of partial projects with greater risk meet the requirements of mandatory standards for engineering construction. The main contents of the review include: (1) whether the underground pipeline protection measures prepared by the construction unit meet the requirements of mandatory standards; (2) Whether the special construction schemes such as foundation pit support and dewatering, earthwork excavation and slope protection, formwork, hoisting, scaffolding, demolition and blasting meet the requirements of mandatory standards; (3) Whether the construction organization design of temporary electricity utilization on the construction site or the technical measures for safe electricity utilization and electrical fire prevention measures meet the requirements of mandatory standards; (4) Whether the formulation of seasonal construction schemes such as winter and rainy season meets the requirements of mandatory standards; (five) whether the general layout of the construction meets the requirements of safe production, and whether the temporary facilities such as offices, dormitories, canteens and roads, as well as drainage and fire prevention measures meet the requirements of mandatory standards. 4, check the construction unit in the project safety production rules and regulations and the establishment of safety supervision institutions, improve and full-time safety production management personnel, and urge the construction unit to check the subcontractors safety production rules and regulations. 5, review the construction unit qualification and safety production license is legal and effective. 6, review whether the project manager and full-time safety production management personnel have legal qualifications, whether it is consistent with the tender documents. 7. Check whether the qualification certificate of special operations personnel is legal and valid. 8, review the construction unit emergency rescue plan and safety protection measures cost plan. (II) Main work contents of safety supervision in the construction stage 1. Supervise the construction unit to organize the construction according to the safety technical measures and special construction scheme in the construction organization design, and stop the illegal construction operation in time. 2, the construction process of regular patrol inspection of the operation of dangerous projects. 3, check the construction site construction hoisting machinery, integral lifting scaffolding, templates and other jack-up erection facilities and safety facilities acceptance procedures. 4. Check whether all kinds of safety signs and safety protection measures on the construction site meet the requirements of mandatory standards, and check the usage of safety production expenses. 5. Supervise the construction unit to conduct safety self-inspection, conduct spot checks on the self-inspection of the construction unit, and participate in the special safety inspection organized by the construction unit. Two. Working Procedures for Safety Supervision of Construction Projects (1) The supervision unit shall, in accordance with the requirements of the Code for Supervision of Construction Projects and the relevant industry supervision codes, prepare a supervision plan and detailed rules for the implementation of supervision with safety supervision contents. (2) In the construction preparation stage, the supervision unit shall review the relevant technical documents and materials submitted by the construction unit, and the project leader shall sign the opinions on the application form of relevant technical documents; Those who fail to pass the examination shall not implement safety technical measures and special construction plans. (3) In the construction stage, the supervision unit shall patrol and inspect the safety production situation on the construction site, notify the construction unit in writing of all kinds of hidden dangers of safety accidents found, and urge them to make immediate rectification; If the situation is serious, the supervision unit shall promptly issue a work stoppage order, requiring the construction unit to stop work for rectification and report to the construction unit at the same time. After the hidden dangers of safety accidents are eliminated, the supervision unit shall check the rectification results and sign the review or return to work opinions. If the construction unit refuses to make rectification or stop work for rectification, the supervision unit shall report to the competent department of construction or industry where the project is located in a timely manner. If a telephone report is made, there shall be a call record, and a written report shall be supplemented in time. Inspection, rectification, review and report shall be recorded in the supervision log and monthly supervision report. The supervision unit shall check the acceptance records of jack-up erection facilities, construction hoisting machinery, integral lifting scaffolding, templates and other safety facilities submitted by the construction unit, and shall be signed by the safety supervision personnel for the record. (4) After the completion of the project, the supervision unit shall file the technical documents, acceptance records, supervision plans, supervision implementation rules, supervision monthly reports, supervision meeting minutes and relevant written notices related to safety production in accordance with regulations. Three. Supervision responsibility for safety production of construction projects (1) The supervision unit shall review the safety technical measures or special construction plans in the construction organization design. Without examination, the supervision unit shall bear the legal responsibility stipulated in Article 57 of the Regulations. If the safety technical measures or special construction scheme in the construction organization design are not examined and signed by the supervision unit, and the construction unit carries out construction without authorization, the supervision unit shall timely issue a work stoppage order and report the situation to the construction unit in writing. If the supervision unit fails to issue a project suspension order and report it in time, it shall bear the legal responsibility stipulated in Article 57 of the Regulations. (two) in the process of supervision and inspection, the supervision unit finds that there are hidden dangers of safety accidents, and shall promptly issue written instructions to the construction unit to make rectification or stop construction in accordance with relevant regulations. If the supervision unit fails to issue a written instruction in time to require the construction unit to carry out rectification or stop construction when it finds the hidden danger of safety accidents, it shall bear the legal responsibility stipulated in Article 57 of the Regulations. (three) if the construction unit refuses to make rectification or stop construction according to the requirements of the supervision unit, the supervision unit shall report the situation to the local construction department or the competent department of the project industry in a timely manner. If the supervision unit fails to report in time, it shall bear the legal responsibility stipulated in Article 57 of the Regulations. (four) if the supervision unit fails to implement supervision in accordance with laws, regulations and mandatory standards for engineering construction, it shall bear the legal responsibility stipulated in Article 57 of the Regulations. If the supervision unit performs the above duties, and the construction unit fails to carry out the supervision instructions to continue the construction or a safety accident occurs, the legal responsibilities of other relevant units and personnel other than the supervision unit shall be investigated according to law. Fourth, the main work of implementing the responsibility for safety production supervision (1) Improve the responsibility system for safety supervision of supervision units. The legal representative of the supervision unit is fully responsible for the safety supervision of the project supervised by this enterprise. The chief supervision engineer is responsible for the safety supervision of this project, and defines the safety supervision responsibilities of supervisors according to the characteristics of the project. (2) Improve the safety production management system of the supervision unit. On the basis of perfecting the examination and verification system, inspection and acceptance system and supervision and rectification system, improve the on-site regular meeting system and data filing system. Hold regular site meetings, put forward rectification opinions on weak links, and supervise the implementation; Designate a special person to be responsible for the sorting, classification and filing of supervision industry data. (3) Establish a safety education and training system for supervisors. The chief supervision engineer and safety supervision personnel of the supervision unit must go through safety production education and training before they can take up their posts, and their education and training are recorded in the personal continuing education files. Construction departments at all levels and relevant departments should strengthen the supervision and inspection of safety production management of construction projects, urge supervision units to implement safety production supervision responsibilities, give support and guidance to supervision units in implementing safety supervision, and urge construction units to strengthen safety production management to prevent safety accidents. 4. Construction stage management: 1. Supervisors are required to be familiar with the hazards of this project (the supervision project team should fully participate). 2.
