Article 4 Central tasks
With the support of the Ministry of Education and Tsinghua University, Tsinghua University Technology Innovation Research Center organizes and coordinates professors, experts, scholars and business managers from universities, related research institutes and various institutions at home and abroad to carry out research work in related fields of technological innovation, and has become the core node of academic information and academic exchanges on technological innovation at home and abroad.
The research center will carry out research on technology innovation theory, technology strategy and management, technology system and technology policy, and entrepreneurship management theory and practice. The research center will carry out corresponding academic exchanges and cooperation at home and abroad and corresponding training activities; The research center will become a training base for technological innovation talents in China, provide consultation for government departments and enterprises in China, and play an exemplary role in technological innovation research and teaching in domestic universities.

Article 5 Institutional setup
Tsinghua University Technology Innovation Research Center is an academic research entity with an academic committee, honorary director, director and deputy director. There are offices, research institutes, laboratories, reference rooms and sub-centers.
Article 6 Academic Committee
The members of the Academic Committee are mainly experts and professors in technological innovation research, and the members of the Academic Committee also include relevant government agencies and business people. The main work of the Academic Committee is to give overall guidance and supervision to the research work of the Center. Director 1, deputy director 1 ~ 2.
Members of the academic committee are nominated by the director of the center, and more than two thirds of the full-time researchers of the center are elected and agreed to determine.
The chairman of the academic Committee is elected by all members of the academic Committee, decided by more than two-thirds of the members of the academic Committee and appointed by the president of Tsinghua University. The director of academic Committee is a famous scholar in the field of technological innovation research in China. In principle, he is not over 70 years old and in good health.
The deputy director of the academic Committee shall be nominated by the director and determined by more than two thirds of the members of the academic Committee. . In principle, the director of the center is also the deputy director of the academic Committee.
No more than one third of the members of the Academic Committee (including the director and deputy director) are from Tsinghua University.
Members of the Academic Committee are re-elected every four years, and the number of replacement members is not less than one third. The academic committee shall hold a plenary meeting at least once a year. The increase of academic members shall be nominated by the director and confirmed by two-thirds of all members.
Article 7 The Center shall have an honorary director, director and deputy director.

Paragraph 1: The honorary director of the Technology Innovation Research Center shall be a famous scholar at home and abroad or an official at or above the level of deputy minister, whose duty is to comprehensively guide the work of the Center.
Paragraph 2: The director of the Research Center for Technological Innovation shall be appointed by the President of Tsinghua University, and the director of the Center shall be a famous scholar in the field of technological innovation in China with the title of professor/researcher. The director of the center is generally not more than 65 years old, with a term of not less than 3 years and no more than 3 consecutive terms. Directors who go abroad continuously or take sick leave for more than 4 months during their term of office shall be adjusted in time. The director of the center is fully responsible for the specific work of the center and may exercise the following functions and powers:
1. Hold a working meeting attended by deputy directors and directors of offices, research institutes, laboratories, reference rooms and sub-centers;
2. Responsible for reporting to the Ministry of Education and the leaders of Tsinghua University;
3 responsible for exchanges and cooperation with domestic and foreign technological innovation academic research institutions and famous scholars at home and abroad;
4 responsible for the examination and approval of research projects and topics;
5. Responsible for liaison with government departments;
6. Organize the implementation of scientific research planning.
Paragraph 3: The deputy director of the center shall be appointed by the director of the center. The deputy director should have a senior title to assist the director in carrying out the central work.
Article 8 Central Bureau
The office of Tsinghua University Technology Innovation Research Center has an office director and an office secretary.
Tsinghua University Science and Technology Innovation Office is mainly responsible for the service support of the center. Responsible for secretarial, liaison, reception, publication management, work report, meeting management, file management, equipment management and seal management of the research center.
Article 9 Academia Sinica
Tsinghua University Technology Innovation Research Center has five research institutes, namely: Technology Innovation Management Institute, Science and Technology Strategy and Policy Institute, High-tech Entrepreneurship Management Institute, Innovation and Entrepreneurship Practice Institute and Technology Innovation Project Management Institute. Every research institute has a director.
