Ministry of Human Resources and Social Security decided to abolish the Regulations on Recruiting Skilled Workers promulgated by the former Ministry of Labor and Social Security. The "Regulations" made it clear that 90 occupations must be certified, and the cancellation of this regulation also means that these occupations will no longer have employment access.
90 occupations such as beauty salons and photographers no longer need "qualification certificates". The regulations abolished this time in Ministry of Human Resources and Social Security make it clear that operators of production and transportation equipment, producers of agriculture, forestry, animal husbandry, fishery and water conservancy, commercial service personnel and clerks must hold relevant certificates.
These occupations include lathe worker, auto mechanic, shop assistant, beautician, barber, photographer, domestic servant, secretary and so on. According to the relevant person in charge of Ministry of Human Resources and Social Security, after the abolition of the regulations, social organizations and employers may not implement employment access for occupations without legal basis, and may not require workers to hold certificates.
Since last year, the professional qualification of 2 1 1 has been cancelled. Since last year, the State Council has cancelled 2 1 1 professional qualifications set by relevant departments in the State Council in four batches. At the same time, Ministry of Human Resources and Social Security cancelled all kinds of professional qualifications set by local governments. In the future, we will continue to resolutely cancel the professional qualifications that strongly reflect the society and hinder entrepreneurial innovation.

Ministry of Human Resources and Social Security only abolished Decree No.6 of the former Ministry of Labor, which is only a mandatory requirement for 90 types of jobs, and is not a supporting provision of the Certificate Law. Therefore, these 90 types of jobs only do not require a certificate, and they are allowed to work without a license and will not be cancelled. They can also take the exam if they want.
