Three-level safety education refers to
Three-level safety education refers to a kind of safety training that personnel involved in state secrets must receive. It is one of the necessary measures stipulated in the Regulation on Guarding State Secrets and an important measure to ensure national security.

Three-level safety education includes three levels, namely, primary, intermediate and advanced. In different safety posts, different levels of safety training are needed. The educational content of each level is different, and random examinations will be conducted during the educational process to ensure that students master safety knowledge.

1. Primary education mainly includes the following aspects:

(1) laws and regulations on state secrets: Understand the requirements of laws and regulations on secret-related personnel, and clarify the related concepts and scope of state secrets.

(2) Basic knowledge of information security: introduce the basic principles, methods and means of security management, and teach the basic knowledge of cryptography, network security and physical security.

(3) Confidentiality system and confidentiality responsibility: Understand the confidentiality system and rules of the enterprise in detail, and understand the confidentiality responsibilities and obligations of the secret-related personnel.

2. Secondary education mainly includes the following aspects:

(1) Information security technology: master more in-depth knowledge of cryptography, network security and physical security, and master the security technology and security management of confidential information processing skillfully.

(2) Security Prevention: Understand the methods and means of security inspection, and learn emergency measures to prevent and deal with leakage accidents.

(3) Confidentiality publicity and education: master the methods and means of external confidentiality publicity, and improve self-confidentiality awareness and ability.

3. Higher education mainly includes the following aspects:

(1) Information system security management: learn the knowledge of information system security planning, organization and implementation, operation and maintenance, and master the skills of finding and repairing information system vulnerabilities.

(2) Advanced safety management: be familiar with advanced theories, techniques and methods of safety management, and master the techniques and methods of safety audit and evaluation.

(3) Laws and regulations and international conventions: further strengthen the study and understanding of laws and regulations on state secrets and international confidentiality conventions, and improve the legal literacy and international vision of secret-related personnel.

In a word, the three-level secrecy education is a normal secrecy training, which can help the secret-related personnel to continuously strengthen their secrecy awareness, improve their secrecy ability and ensure the most effective protection of state secrets.
