Twenty-seventh local people's governments at all levels shall give subsidies to teachers who engage in education and teaching in ethnic minority areas and remote and poor areas and graduates with technical secondary school education or above. Teachers in rural and remote areas should be given a subsidy, which should be 30% of their salary. Just like the subsidy for state cadres going to the countryside, the more remote the area, the higher the subsidy. It's not tenure, and there's no such thing as leaving.
Twenty-eighth local people's governments at all levels and relevant departments of the State Council should give priority and preferential treatment to the construction, lease and sale of urban teachers' housing. The people's governments at the county and township levels shall provide convenience for rural primary and secondary school teachers to solve the housing problem.
Twenty-ninth teachers enjoy the same treatment as local civil servants in medical treatment: regular physical examination of teachers and arrangements for teachers to recuperate according to local conditions. Medical institutions should provide convenience for local teachers to seek medical treatment.
Thirtieth teachers shall enjoy the retirement and resignation treatment stipulated by the state after retirement. Local people's governments at or above the county level may appropriately increase the pension ratio of retired primary and secondary school teachers who have been engaged in education and teaching for a long time.
Article 31 People's governments at all levels shall take measures to improve the treatment of primary and secondary school teachers who are subsidized by the state and collectively paid wages, and gradually realize equal pay for equal work with teachers who are paid by the state. Specific measures shall be formulated by local people's governments at all levels according to the actual situation in the region.
Article 32 The treatment of teachers running schools by social forces shall be determined and guaranteed by the organizers themselves.
Second, the actual treatment
Since 2003, the National People's Congress has submitted many reform plans to improve the treatment of teachers and tighten the teacher recruitment system. Now in some large and medium-sized cities, the income of teachers has gradually surpassed that of white-collar workers.
Teachers' income in 20 13 years consists of basic salary, seniority salary, performance salary and special allowance.
(1) basic salary-according to teacher qualification (with the growth of national economy): 2000 yuan for primary school teachers, 2300 yuan for junior high school teachers, 2500 yuan for senior high school teachers, 2800 yuan for junior college teachers and 3000 yuan for university teachers.
(2) Teaching salary (including length of service)-30 yuan every year, increasing with teaching experience. The implementation of seniority salary is not only to take care of old teachers, but also to encourage the idea of lifelong teaching, which is conducive to the construction and stability of teachers.
(3) Class wage-class subsidy is based on the principle of pay according to work of the actual class; Mainly to encourage teachers to substitute more classes, especially energetic young teachers. It is not only a psychological comfort, but also an encouragement for them to take more classes and get the rewards they deserve.
(4) Performance pay-semester and academic year bonus (instead of professional title salary). This bonus can only account for about 10% of salary. Everyone recommends competitive performance, which is evaluated every semester and has no tenure. There is hope for every teacher to work hard. Mainly to encourage effective and excellent work, not only to encourage more substitute classes, but also to encourage good classes.
(5) special allowance-it is recognized as an excellent teacher by all teachers, and there is no quota limit. It is recognized by departments at or above the county level according to high standards, such as State Council allowance, county/municipal government allowance, etc., and it is not lifelong. For those special research achievements that have a good promotion effect in education and teaching and have a certain influence on the education of a school or a region, the level can be determined according to the size of the influence range, or different standards can be determined according to the country, provinces, cities and counties, so that those talented teachers can get their due remuneration.
