Private schools can demand a refund of tuition fees. If students drop out of school or finish their studies ahead of schedule after paying tuition fees, colleges and universities should refund the remaining tuition fees on a monthly basis according to the actual study time of students.

Tuition standard

The tuition standard of colleges and universities is managed according to the principle of localization. If there is a provision in the current national tuition policy for colleges and universities, it shall be implemented according to the existing provisions. If there are no provisions, the provincial education administrative department shall put forward opinions according to the actual cost, local economic development level and residents' economic affordability, and report them to the finance department at the same level for examination and approval before implementation.

Principles of charge management

Private schools can charge tuition fees (or training fees, the same below) for educated people, and can charge accommodation fees for students staying in school. Private schools should follow the principle of "students voluntarily, truthfully collect, timely settle accounts and publish regularly", and should not collect fees and accommodation fees together.

Academic education expenses

To formulate or adjust the standard of tuition and accommodation fees charged by private schools for educated people who receive academic education, private schools shall submit a written application, which shall be submitted to the education administrative department or the labor and social security administrative department for examination and approval according to the school category and affiliation, and submitted to the competent price department for approval.

Non-academic education expenses

The standard of tuition and accommodation fees charged by private schools for other non-academic educated persons shall be determined by private schools themselves and reported to the competent price department for the record.
