What are the three parts of the emergency plan system?
The emergency plan file system is divided into three layers.

The first layer: comprehensive emergency plan (all enterprises are similar, guiding and programmatic)

Comprehensive emergency plan is the overall plan of an enterprise, with shore-based support and centralized command as the core and the organization and coordination of emergency rescue activities as the focus. The principles and policies of accident emergency are expounded in general, and the basic requirements and procedures of enterprise emergency organization structure, as well as related emergency responsibilities, emergency actions, measures and guarantees are defined. Through the comprehensive emergency plan, we can clearly understand the general situation of enterprise emergency management system, which is a comprehensive document to deal with various emergencies and should be compiled by all enterprises.

The second category: special emergency plan (compiled by oneself according to different characteristics of enterprises, such as fire prevention and explosion prevention, etc.)

A special emergency plan is a plan or scheme for different emergency categories, hazards and emergency support. This is an integral part of a comprehensive contingency plan. If it is connected with the comprehensive emergency plan, it shall be formulated in accordance with the procedures and requirements of the comprehensive emergency plan, and shall be taken as an annex to the comprehensive emergency plan. The special emergency plan should formulate clear rescue procedures and specific emergency rescue measures. In order to maximize the mobilization and utilization of resources and give full play to the best emergency rescue effect quickly and orderly, it is suitable for large enterprises or industry groups.

Category III: On-site disposal scheme

The on-site disposal plan should be prepared one by one according to the risk assessment and risk control measures, so as to be specific, simple and targeted. Through emergency drills, emergency personnel should be familiar with what they know, master it skillfully, respond quickly and handle it correctly.

Emergency plan: an emergency plan made according to possible accidents at various facilities and places on site. The emergency response plan should include all possible dangerous situations and clarify the responsibilities of relevant personnel in case of emergency. This plan only explains the necessary actions to deal with emergency affairs, and does not include pre-requirements (such as training, drills, etc. ) and afterwards measures.

Mutual aid emergency plan: an emergency plan made by neighboring enterprises to help each other and share resources in accident emergency treatment. This scheme is suitable for small and medium-sized enterprises with limited resources and large enterprises with high risks, and needs efficient collaborative management.

Emergency management plan: The emergency management plan is a comprehensive accident emergency plan, which describes in detail who will do what, when and how before, during and after the accident. This plan should clearly specify the specific implementation procedures of each responsibility. Emergency management plan includes four logical steps of accident emergency: prevention, preparation, response and recovery.

As an emergency plan, the emergency plan has the following four basic requirements:

1, comprehensive. Emergency plan includes pre-prediction and early warning, event identification and control, emergency treatment during the event and post-event recovery and reconstruction, which runs through the whole process of emergency management.

2. systematize. As an important part of emergency management, emergency plan itself is an operational guide for emergency response and disposal, including all aspects of response work; Emergency plans are interconnected to form a plan system.

3. authority. Emergency plans are generally promulgated and implemented by governments at all levels, their departments and other administrative organs. They are government administrative measures and reflect the requirements of laws and regulations.

4. practicality. The plans and methods for prevention, response and disposal specified in the emergency plan are not only historical experience and theoretical summary, but also scientific analysis and successful practice, which is universal and operable.
