As long as people who have done academic work in China accidentally find plagiarism, academic misconduct is not a serious problem under our system. If you report it out of conscience, I think you should first contact the original author of the paper by email and suggest that the original author send a letter to the relevant institutions (institutions where plagiarists work and academic institutions publish publications). Not if you report it personally.
