At the end of 2006, Li Ka-shing was named as the Special Economic Person of the Year by CCTV in recognition of Mr. Li Ka-shing's special contribution to social welfare undertakings for many years. Mr. Li Ka-shing said that he would donate one third of his personal assets, about 48 billion yuan, to the Li Ka-shing Social Welfare Foundation. Mr. Li Ka-shing set an example for entrepreneurs in China. Corporate social responsibility has once again become a hot topic of concern to the whole society. Undoubtedly, calling for corporate social responsibility is the awakening of corporate citizenship and the symbol of social and economic development and enterprise progress in China. At present, people pay more attention to the overall harmony of society, emphasize the responsibility of citizens, and call for the responsibility of different social groups to society under the background that social stratification is increasingly divided and multiple interest groups are formed in China. At the same time, the negative externalities of some enterprises (such as Jilin Petrochemical pollution incident, Duobao fish, Longkou fans and a series of food safety incidents) have increasingly affected people's vital interests, and living facts have made more and more people pay attention to and think about corporate social responsibility.
When it comes to corporate social responsibility, it is necessary for us to clearly define the scope of corporate social responsibility and avoid talking about it. Looking back on the history of different types of enterprises in China, we can see that state-owned enterprises and private enterprises have their own emphasis on building corporate social responsibility.
For state-owned enterprises, it is common for enterprises to run society in the era of planned economy system. In addition to production and operation responsibilities, enterprises should also bear a series of welfare guarantees such as the birth, illness, death and illness of employees. So enterprises run kindergartens, schools, hospitals and other public welfare undertakings. A large state-owned enterprise with 30,000 to 40,000 people often has to bear the livelihood problems of hundreds of thousands of people. Running the society by enterprises brings a heavy burden to state-owned enterprises and seriously affects their development. The essence of "enterprise running society" is to let enterprises undertake unlimited responsibilities for a small number of people, and the limited resources of enterprises are consumed in the unlimited responsibilities provided for this small number of people. After China accelerated the pace of state-owned system reform, the social functions originally undertaken by enterprises were separated from enterprises and developed towards socialized management and professional management. By separating social functions from enterprises, enterprises can get rid of the burden of unlimited responsibilities of some employees, advance lightly and effectively improve their competitiveness.
For private enterprises, after China's reform and development, it only took more than 20 years to form an enterprise group, which achieved extraordinary leap-forward development. However, it is undeniable that in the early stage of reform and development, when the market environment is not perfect and the market behavior is not standardized, some private enterprises have some original sin behaviors in the early stage of enterprise growth, let alone assume social responsibility. For example, today, there are still some private mine owners who only pursue personal interests regardless of the safety of miners, resulting in frequent mine accidents; The production and operation of some enterprises have caused serious pollution and damage to the surrounding environment, and the development of enterprises is based on great damage to the environment; We often hear reports that some bosses can spend a lot of money, but are reluctant to donate a penny to children who can't afford to go to school. Although private enterprises in China generally lack a sense of social responsibility, overseas Chinese entrepreneurs have set a good example for these private entrepreneurs: many overseas Chinese entrepreneurs such as Li Ka-shing, Henry Fok and Run Run Run Shaw have donated a lot of money in recent years to develop public utilities such as education, disaster relief and medical care in China, benefiting one party and society. Although some excellent private enterprises in China have actively participated in social welfare undertakings in recent years, as a group, the overall sense of social responsibility of private enterprises in China needs to be strengthened.
In the era of market economy, both state-owned (sole proprietorship) enterprises and private enterprises exist as independent market competition subjects, and they are corporate citizens with independent "personality" and are responsible for their own actions and results. Therefore, they should use a unified standard and value system when undertaking corporate social responsibility, and should not engage in double standards. Of course, in some industries related to the national economy and people's livelihood, such as oil, electricity, transportation, etc., large state-owned enterprises have to undertake important national missions and realize the will of the government, and their corporate social responsibility will have richer connotations and unique attributes, with some industry characteristics.
It can't be simply understood that doing some charitable fundraising and public welfare undertakings means taking social responsibility, and corporate social responsibility has rich connotations. First of all, the basis of corporate social responsibility is law, that is, compliance. The social responsibility of enterprises must first abide by national laws, and the business activities of enterprises meet the basic requirements of national laws. For example, operating in good faith and paying taxes according to law are the basic responsibilities of corporate society. This bottom line applies to state-owned enterprises, private enterprises and foreign-funded enterprises. Therefore, enterprises should bear social responsibility "don't do it with small evils". Secondly, corporate social responsibility should pay attention to different stakeholders and properly handle the interests of internal and external stakeholders. Therefore, a socially responsible enterprise should properly handle the relationship among shareholders, management, employees, local governments, the public, partners, customers and even competitors. An enterprise that is doing public welfare on the one hand, but cruelly squeezing employees on the other hand, can not be called a socially responsible enterprise, but can only be a hypocritical behavior of seeking fame and reputation. Third, corporate social responsibility should be able to promote social harmony and environmental friendliness and improve the overall welfare of society. "Not only producing oil" is the core concept of BP. BP used a vivid fact to explain this concept: In the process of laying oil pipeline in Guangzhou Baiyun Airport, BP gave up efficient mechanical construction to protect 5,000 trees from being destroyed. Such a trivial matter, however, has made a corporate image with a sense of social responsibility and caring for the harmony of enterprise, society and environment soar. Therefore, corporate social responsibility should conform to the Pareto improvement principle and contribute to the increase of overall social welfare, rather than a zero-sum game of robbing Peter to pay Paul. Enterprises don't have to do earth-shattering things to assume social responsibility. Remember, "don't do it with kindness and smallness", every little thing can reflect the social responsibility of enterprises.
Today, China has made great achievements in reform and opening up, and the society is undergoing great changes. China put forward Scientific Outlook on Development's development ideas and the overall goal of building a harmonious society, which undoubtedly requires enterprises to bear more and more social responsibilities while paying attention to their own development, thus promoting social progress.
