Excuse me, where is the paper on logistics procurement?
According to the survey of China Storage Association and China Federation of Logistics and Purchasing, experts believe that the current logistics information technology in China has seven characteristics for purchasing.

1, the market demand is huge, and it is entering an accelerated development period. According to the survey results of China Storage Association, only 39% of logistics supply enterprises in China have logistics information systems, which shows that the informatization level of China's logistics supply market is low and cannot meet the needs of customers. The business function and system function of the information system are important features to measure the superiority of the information system, with low long-distance communication ability and lack of necessary decision-making function. By analyzing the present situation of China postal logistics enterprise information system, we can see that the present situation of China logistics enterprise can't adapt to the competition of logistics market. At present, the scale of China's logistics market is growing at an annual rate of 30%, and the market demand for logistics information system will accelerate.

2. For a long period of time, the demand will still be characterized by informationization, that is, information collection, transmission, storage and sharing will be realized in a standardized process, and a mechanism that decision-making and control depend on information will be established. This paper analyzes the reasons for the rapid development of modern logistics technology in China in recent years, mainly from three factors. At present, when promoting modern management technology in China, the failure rate of ERP is very high. The important reason is that it is not clear about the needs of the three levels, at which stage and what the main contradiction is to be solved, so it is blindly stipulated.

Experts from China Federation of Logistics and Purchasing believe that, on the whole, most enterprises in China, especially small and medium-sized enterprises, are still in the first stage, that is, to solve the informatization problem of business processes with a small amount of investment, to establish a decision-making mechanism based on information, and especially to deepen the financial accounting of each business link. According to the cases collected by China Logistics Purchasing and Federation, such demand accounts for more than 80% of the market. A few powerful enterprises have entered the second level of demand, that is, optimizing process design and operation. Such enterprises should have a good management mechanism and a good information foundation, which can provide institutional guarantee and data foundation for process reengineering. Although this kind of demand accounts for a small part of the market, it is growing rapidly. At present, few enterprises in China enter the third floor.

3. For a long time, financial accounting and control will remain the main content of information system, and these requirements will go deep into every link and moment of the process. According to the survey data of China Warehouse Association, financial management and warehouse operation management are the two most important functional requirements of information system, accounting for 38% respectively.

4. The requirements of process transformation and operation optimization have become the realistic needs of some mature enterprises and the main means to enhance the competitiveness of enterprises. Driven by the interest mechanism, enterprises are constantly pursuing to reduce costs and speed up capital turnover, applying system theory and optimization technology to logistics process design and transformation, and integrating them into the new management system. At this time, the information system has two functions, one is to solidify the new process or new management system so that it can be implemented; The second is to provide the optimized operation scheme in the specified process, such as warehouse access and transportation route optimization scheme. Therefore, the information system is a solidified management and optimized operation.

5. The requirements of process transformation and operation optimization are mostly put forward from some local links of the process. Among the cases collected by China Federation of Logistics Purchasing and Federation, the proportion of cases with strong operation optimization function is about 15%, and most of them are highlighted in some key links of the supply chain, such as centralized procurement, centralized inventory and transportation optimization management. Generally speaking, the change of process will inevitably involve the change of enterprise organizational structure and system, which is difficult, so it is often implemented step by step and gradually improved.

6. At present, there are few successful cases of supply chain characterized by business process collaboration and strategic partnership between enterprises. However, the idea of supply chain has widely influenced the construction and process design of various information systems. Recently, the main manifestation is information sharing between cooperative enterprises, such as automatic replenishment system replacing traditional procurement and supply, and information and forecast of sales enterprises guiding production and procurement plans of production enterprises. In the cases collected by China Logistics Purchasing and Federation, there is hardly any content about cooperative business between cooperative enterprises. However, this does not mean that the idea of supply chain is not applicable in China. On the contrary, if we consciously publicize and explore the theory and practice of supply chain, we can accelerate the development of modern logistics and supply chain management in China.

7. The demand for information technology, process design and optimization, and supply chain management is developing steadily from shallow to deep. Enterprises are increasingly pursuing the understanding and mastery of processes and management, and the requirements for solutions are increasingly beyond the services that IT vendors can provide at present. China's three demand levels are manifested in the three development stages of logistics information system. The latter stage often starts from the basis of the previous stage, that is, the process transformation and process optimization control should be based on informationization, and the formation and management of supply chain should be based on the process design and operation optimization of each enterprise. Because China now takes advantage of its latecomer and hopes to complete the history of many multinational companies for decades or even hundreds of years in a shorter transition time, it often takes three steps, one step at a time. There are also many successful examples in this respect, which show that this process can be shortened if it is handled well.
