"Development is the last word" put forward by Comrade Deng Xiaoping in his southern talk is not only a very profound proposition, but also a very universal truth. This is a far-reaching conclusion drawn from our Party's experience in socialist construction for nearly half a century, which points out the direction for China to build socialism with China characteristics.

Since the reform and opening up, China has made remarkable achievements, thanks to China's unswerving adherence to this concept. Since the new central collective leadership came to power, it has sized up the situation and prepared for a rainy day. On the basis of summing up the experience and lessons of reform, opening up and modernization for more than 20 years, we put forward a people-oriented, comprehensive, coordinated and sustainable Scientific Outlook on Development, which aroused strong repercussions among cadres and the masses.

Scientific Outlook on Development further enriched and perfected "development is the last word". To establish and implement Scientific Outlook on Development, we must always focus on economic construction, concentrate on construction and seek development wholeheartedly. Today, "development is the last word" should not be shaken.

Taking development as the top priority of the party in governing and rejuvenating the country is because:

First, this is determined by the historical position of our party as the ruling party and will be in power for a long time. Our party's ruling purpose is always centered on development, its ruling task is always devoted to development, its ruling measures are always formulated around development, and its ruling effect has always been tested by practice.

Second, this is the most profound lesson extracted from scientifically summarizing the experiences and lessons of the rise and fall of other ruling parties. Whether the productive forces, advanced culture and the fundamental interests of the broad masses of the people are fully developed is related to the material foundation and mass foundation of the ruling party;

Third, this is in line with the development requirements of the primary stage of socialism in China. Developing advanced productive forces and advanced culture and safeguarding and developing the fundamental interests of the overwhelming majority of the people, as the fundamental task of socialism and the top priority of the party in governing and rejuvenating the country, are particularly urgent in the primary stage of socialism;

Fourth, this is in line with the reality of the development and changes in the contemporary world. In today's world, the progress of science and technology and the development of productive forces are very rapid, and the competition of comprehensive national strength is intensified. As the ruling party of a socialist country, the only correct decision is to vigorously develop productive forces and further give play to the superiority of socialism.

In short, in China, a large developing country with backward economy and culture, our party is leading the people in modernization in the face of increasingly fierce international competition. Whether the development problem can be solved is directly related to the people's hearts, the rise and fall of the cause, leaving development, adhering to the advanced nature of the party, giving play to the superiority of the socialist system, and realizing the country's prosperity and strength.
