Measures of Anyang Municipality for the Protection of Water Resources in Nanhai Spring Area
Article 1 In order to strengthen the protection of spring water resources in the South China Sea, these Measures are formulated in accordance with the provisions of the People's Republic of China (PRC) Water Law and other laws and regulations, combined with the actual situation of our city. Article 2 These Measures shall apply to the development, utilization and management activities related to the protection of water resources in Nanhai Spring Reserve. Article 3 The term "South China Sea Spring Area" as mentioned in these Measures refers to the area where sea springs are guided and surface water and groundwater are replenished. Article 4 The Anyang Municipal People's Government shall, according to the delimitation results of the water administrative department in conjunction with the competent department of surveying and mapping geographic information, delimit the South China Sea spring water source protection area. The municipal water administrative department is responsible for publishing the scope map of the protected areas and setting up signs.

The northern boundary of Nanhai Spring Water Source Protection Zone is Qingsha Village, Wujiashui Village, Lijiagou Village, Tuntou Village to Hexi Village and Zhangjiazhuang Village in Long 'an District of Linzhou City. The eastern boundary is the boundary between Zhangjiazhuang Village, Tianxi Town Village, Nanshanying Village and Hebi City, Longan District, Anyang City; The southern boundary is the boundary between Hebi City of Anyang City and Chaoyang Village, Beixiangkou Village, Nanyou Village and Liuhe Water Village of Linzhou City; The western border is Liuheshui Village, Yinjiazhuang Village, Shuihe Village and Qingsha Village in Linzhou City. Article 5 The protection of spring water resources in the South China Sea follows the principles of unified planning, comprehensive protection, hierarchical management, rational development and sustainable utilization. Article 6 The municipal and relevant county-level governments shall incorporate the protection of water resources in the South China Sea Spring Area into the national economic and social development plan, and include the protection and management funds into the fiscal budget at the same level. Seventh municipal government unified leadership of the South China Sea spring water resources protection work. The municipal government shall set up a coordinating deliberative body, which shall be responsible for coordinating and handling all matters related to the protection and management of water resources in the South China Sea spring area between governments at all levels and relevant departments. The municipal water administrative department is responsible for coordinating the daily affairs of the deliberative body. Article 8 Relevant government departments at all levels shall be responsible for the protection and management of water resources in the South China Sea spring area according to the division of functions.

The water administrative department is responsible for drawing up the protection plan of spring water resources within its jurisdiction, monitoring the quantity and quality of water, examining and approving the total control index of water intake permit, examining and approving the pollution-receiving capacity, implementing soil and water conservation, and guiding the management and protection of water conservancy projects.

The competent administrative department of environmental protection is responsible for the supervision and management of pollution prevention and control.

The administrative department of housing and urban and rural construction is responsible for promoting the construction of infrastructure such as urban sewage treatment and supervising the operation of facilities; Promote the comprehensive improvement of rural environment and supervise the treatment of domestic sewage and domestic garbage in rural areas.

The administrative department of land and resources is responsible for the supervision and management of mineral resources exploration and exploitation and geological environment protection.

Forestry administrative departments are responsible for the protection of natural ecosystems, closing hillsides for afforestation, afforestation and soil and water conservation.

The administrative department of agriculture is responsible for the supervision and management of livestock and poultry breeding. Article 9 The South China Sea spring area management institution affiliated to the municipal water administrative department shall perform the following duties:

(a) to formulate and organize the implementation of spring water resources management, protection, development and utilization planning;

(two) to organize the implementation of spring water protection and comprehensive management projects;

(three) to restore and improve the ecological environment of the spring area;

(four) dynamic monitoring and scientific research of spring water resources. Tenth units or individuals that have made outstanding contributions to the protection of water resources in the South China Sea spring area shall be commended and rewarded by the municipal and relevant county governments. Article 11 The South China Sea Spring Protection Zone shall be protected and managed at different levels, and the protected areas shall be divided into three levels according to the hydrogeological characteristics and water resources protection requirements. Twelfth first-class protected areas are the area between Hengshui Bridge and Nanshanying Bridge in Huan River Basin and the watershed on both sides of the spring dew area. Thirteenth in the first-class protected areas, citizens, legal persons or other organizations shall not engage in the following activities:

Newly dug rural drinking water wells;

(2) Digging springs for river closure;

(3) cutting mountains and blasting stones;

(four) the use of rivers in catering business, livestock and poultry breeding;

(five) the construction of projects that affect the outflow of spring water;

(6) Dumping or discharging industrial waste residue, domestic garbage, sewage and other wastes. Fourteenth spring exposed areas along the river bank within 30 meters, no new facilities unrelated to spring protection. Fifteenth secondary protected areas are relative runoff areas east of Hengshui Town, including Majia Town, Shan Ying Town and Xujiagou Township.

Construction and business activities are strictly controlled in the secondary protected areas, and citizens, legal persons or other organizations engage in the activities specified in Article 13 of these Measures, and the relevant administrative departments shall strictly examine and supervise them according to law.

The existing units and individuals that exploit groundwater should take water in limited quantities; The newly built, rebuilt and expanded mines shall be drained according to the reported scheme. Sixteenth three protected areas are other protected areas except the first and second protected areas.

In the third-class protected areas, the total amount of groundwater is controlled and the planned water use management is implemented. Article 17 The annual plan for groundwater exploitation in the first-class protected areas shall be put forward by the water administrative department of the relevant county-level government and reported to the municipal water administrative department for determination.

The annual plan for groundwater exploitation in two or three protected areas shall be determined by the water administrative department of the relevant county-level government. Eighteenth geological exploration activities in protected areas, shall obtain the exploration license according to law, and accept the supervision of the water administrative department.

Without the approval of the municipal water administrative department, no unit or individual may use the exploration hole as a well for production and life.
