Scientific and technological achievements jointly completed by two or more persons shall be registered by the first person who completed them. The registration of scientific and technological achievements shall meet the following conditions:
(a) the registration materials are standardized and complete;
(2) The existing evaluation conclusion is positive;
(three) does not violate the laws, regulations and policies of the state. To apply for the registration of scientific and technological achievements, the registration form of scientific and technological achievements and the following materials shall be submitted:
(1) applied technical achievements: relevant evaluation certificates (appraisal certificate or report, acceptance report of scientific and technological projects, industry access certificate, new product certificate, etc.). ) and development reports; Or intellectual property certificate (patent certificate, plant variety right certificate, software registration certificate, etc.). ) and user certificates.
(2) Basic theoretical achievements: academic papers, academic monographs, evaluation opinions of academic departments of the unit and proof that the papers were cited after publication.
(3) soft science research achievements: relevant evaluation certificates (soft science achievements evaluation certificates or acceptance reports, etc.). ) and research reports.
The format of the registration form of scientific and technological achievements shall be uniformly formulated by the Ministry of Science and Technology. These Measures shall come into force as of 20011. 1On February 22nd, 984, the former State Science and Technology Commission (84) 14 1 issued the Provisions of People's Republic of China (PRC) State Science and Technology Commission on the Management of Scientific and Technological Research Achievements, which shall be abolished at the same time. Where the relevant provisions promulgated before the implementation of these Measures are inconsistent with the provisions of these Measures, the provisions of these Measures shall prevail.
