Measures for the administration of project declaration of national soft science research plan
Article 1 The national soft science research plan is a major scientific and technological plan that provides macro-consulting services for national development. In order to do a good job in the management of the application and approval of soft science research projects, lay a foundation for the preparation of the national soft science research plan, and promote the scientific and standardized management of soft science research, these measures are formulated. Article 2 From next year, the State Science and Technology Commission will issue the National Soft Science Research Guide (hereinafter referred to as the Research Guide) to the whole country before the end of February each year. Article 3 This research guide is formulated for the purpose of implementing the scientific and technological policies of the Party and the State and closely combining the needs of national macro-decision-making. The Research Guide reflects the key funding areas and scope of the national soft science research plan in that year, and is also a guiding document for all departments and localities to declare national soft science research projects. Article 4 The applicant for the national soft science research project shall be a research institution with independent legal personality. Fifth units applying for the national soft science research plan shall carefully study the research guide of the year before submitting the topic. Article 6 The person-in-charge and main participants of the declared project shall meet the following conditions:

1, the main person in charge of the project must undertake the coordination and organization of substantive research and the whole process of research;

2. When applying for a national soft science research project, there shall be no more than one person in charge of the project and the main participants. You should not apply for a new project before the approved project is completed. Article 7 The application of the project applicant shall include the following contents:

1. Name, address, postcode, contact person, telephone number and fax number of the project applicant.

2, the project name and project leader.

3. The research content, purpose and significance of the project, including the basic understanding and analysis of the research issues.

4. The general situation of similar research at home and abroad, the main points and evaluation of existing theories and methods.

5. Overall framework and necessary sub-topics of the study. The research methods to be adopted, the theories to be followed and the difficulties to be broken through.

6, the main application department of the results, the contact person and telephone number of the department.

7, submit the results and results table, expected benefits.

8. Start and end years and research schedule.

9, self-raised funds, funds from other departments, plans to apply to the State Science and Technology Commission funds and expenditure budget.

10. Brief introduction of the main personnel involved in the study. Including name, age, gender, professional title, education background, work unit, contact telephone number, professional expertise, corresponding major soft paper projects or projects undertaken, achievements and awards, influential papers and monographs published, tasks undertaken in this research project, etc.

1 1. Technical support of the project applicant. Including the level of computers, printing equipment and other equipment needed to complete the research project, the collection of data, information and materials related to the application project, the preparation method and processing ability of obtaining information. Article 8 Application and format requirements. All applications are printed on B5 copy paper. The font requirements are: the title is italicized with No.2; The title is in bold type No.4; The text is in italics No.4, and there is a blank line between the titles. Article 9 Project applications shall be accepted once a year from the date of publication of the Research Guide. The deadline for project acceptance is the end of May each year. The project applicant shall provide five complete application materials and send them to or deliver them to the Soft Science Department of the Policy and Regulation Department of the State Science and Technology Commission before the end of May. Article 10 The Policy and Regulation Department of the State Science and Technology Commission will review the declared projects, and relevant experts will be organized to demonstrate the major projects (the expenses related to the demonstration will be paid by the project applicant). After passing the examination, the Policy and Regulation Department of the State Science and Technology Commission will notify the project applicant of the projects approved for inclusion in the national soft science research. Article 11 After receiving the notification of project establishment, the applicant may obtain relevant statements from the Soft Science Department of the Policy and Regulation Department of the State Science and Technology Commission, and then go through the formal project establishment procedures and contract matters. Twelfth in the formal project procedures, the applicant and the applicant shall provide the following information:

1. The opinions of the users of the results shall be signed and sealed by the person in charge of the unit.

2. The opinions of the person in charge of the project applicant need to be stamped with the official seal of the unit.

3. Proof of funding from other units.

4. contracts, etc.

All the above materials must be filled in according to the form printed by our commission. Thirteenth unapproved projects, the application materials will not be returned to the original unit, please keep the application materials yourself. Units whose applications have not been accepted will be notified in writing within three months after the application acceptance deadline. Article 14 These Administrative Measures shall apply to the application of the national soft science research plan, and the Policy and Regulation Department of the State Science and Technology Commission shall be responsible for the interpretation. Fifteenth the management measures shall be implemented as of the date of promulgation.
