According to the spirit of the Notice of Beijing Municipal Bureau of Human Resources and Social Security on Carrying out the Evaluation of Professional Titles in 20021Beijing (No.2021]14 of Beijing Municipal Bureau of Human Resources and Social Security), we hereby notify you of the qualification evaluation of senior professional and technical posts in 20021Beijing as follows:
I. Relevant policies
(1) Application conditions: It shall be implemented in accordance with the Notice on Relevant Issues Concerning Technical Qualification Assessment of Senior Health Technicians (J.R.F. [2002]1KLOC-0/). The application conditions for senior technical post qualifications in health research, traditional Chinese medicine, preventive medicine, pharmacy, nursing and medical technology shall be implemented with reference to the application conditions for senior technical post qualifications in clinical medicine.
The time of not serving in the corresponding professional and technical posts, the year of unqualified annual assessment, and the time of full-time postgraduate study cannot be counted as the time of performing duties. The performance time of in-service graduate students is based on the actual employment time of the unit.
(II) Inclined method for professional title evaluation and engagement of frontline medical personnel involved in epidemic prevention and control: According to the Notice of Beijing Municipal Health and Health Commission, Beijing Municipal Bureau of Human Resources and Social Security and Beijing Municipal Bureau of Finance on Comprehensively Implementing Several Measures to Further Protect and Care Medical Personnel (Jing Wei Fa [2020] No.2), frontline medical personnel involved in epidemic prevention and control can apply for professional title evaluation or qualification examination of the next higher level health technology series one year in advance, giving priority to recommendation and declaration, and giving priority to evaluation. Medical personnel who have made outstanding performance in the front-line work of epidemic prevention and control, won the first-class merit award or won the recognition at the same level or above may directly appoint the highest-level professional and technical positions within the professional title level. The promotion title and promotion post level are not limited by the proportion of the post structure of the unit. The achievements and contributions of medical staff participating in epidemic prevention and control will be included as bonus items in the evaluation index of professional titles. The experience of epidemic prevention and control can be regarded as one year's grassroots work experience, and it is regarded as the completion of continuing education credits in that year. On the basis of the above policies, frontline medical personnel who have made outstanding contributions to the aid construction in Hubei and won awards at or above the provincial and ministerial levels can open up a green channel for professional title evaluation and directly apply for a higher-level professional title evaluation or qualification examination.
According to the Notice of the State Council Municipality on Implementing the Protection, Care and Care Measures for Medical Personnel in Response to Joint Prevention and Control Mechanism of novel coronavirus (Guo Fa [2020]10), during the epidemic prevention and control period, frontline medical personnel directly participated in the frontline work of epidemic prevention and control in COVID-19 according to the unified deployment of the government, the deployment of health departments or the requirements of medical and health institutions. And medical and health technicians who are in direct contact with confirmed or suspected cases for consultation, screening, examination, detection, transport, treatment, nursing, epidemiological investigation and medical observation, as well as those who directly carry out case specimen collection, pathogen detection, pathological examination and pathological anatomy. First-line medical staff applying for senior professional titles need to fill in the Examination Form for First-line Medical Staff Participating in Epidemic Prevention and Control in COVID-19 (attachment 1).
Front-line medical personnel who support or participate in epidemic prevention and control can directly participate in the review without defense during the period of support or participation in epidemic prevention and control.
During the centralized detection of nucleic acid in this city, the medical staff directly involved in nucleic acid sampling, detection and hospital infection prevention and control by medical and health institutions and CDC can be included in the service time of rural grassroots and community health service institutions for three times.
(III) Establishment of training mechanism for integration of medical care and prevention: According to the Opinions of the Municipal Party Committee and Municipal Government on Strengthening the Construction of Health Emergency Management System in Beijing and the Three-year Action Plan for Strengthening the Construction of Health Emergency Management System in Beijing (2020-2022) of the General Office of the Municipal Party Committee and Municipal Government, internal medicine professionals in secondary and tertiary medical institutions should at least go to the centers for disease control and prevention or emergency treatment. Health professional and technical personnel in centers for disease control and prevention and emergency centers must complete the necessary capacity training in secondary and tertiary medical institutions for not less than half a year before being promoted to deputy senior titles. The above ability training time is included in the service time of medical staff to rural grassroots or community health service institutions. From 202 1, those who have completed the above-mentioned ability training will be recommended for promotion first; Starting from 2023, it is one of the necessary conditions for promotion.
(4) Strictly implement the requirements of the Implementation Plan for Reforming and Improving the Incentive Mechanism for the Training and Use of General Practitioners in Beijing, and take the participation of grassroots general practitioners in training and obtaining the certificate of clinical training of general practitioners in Beijing as an important basis for the evaluation and appointment of their corresponding professional titles. From 2022 onwards, those who have completed the training will be given priority in recommending promotion; Starting from 2024, it is one of the necessary conditions for promotion.
(5) In order to mobilize the enthusiasm and creativity of practitioners of traditional Chinese medicine, and objectively and scientifically evaluate the senior professional and technical personnel of preventive medicine of traditional Chinese medicine, according to the Guidelines for the Construction and Management of Preventive Medicine in Chinese Medicine Hospitals (Revised Edition) (Guo Yi Fa [2014] No.3), the specialty of preventive medicine of traditional Chinese medicine has been added since 20021.
(6) Regarding the requirements for applying for the qualifications of senior professional and technical positions in general medicine, according to the Notice on Printing and Distributing the Interim Measures for the Qualification Examination and Evaluation of Professional and Technical Positions in General Medicine in Beijing; Notice (Jing Wei Zi [2006] No.6).
(7) Regarding the requirements for rural health personnel to declare their qualifications for senior professional and technical posts, according to the Measures of Beijing Municipality for Evaluating the Qualifications for Senior Professional and Technical Posts of Rural Health Personnel; Notice "(Jing Wei Zi [2006] No.9).
(VIII) The requirements for social capital to hold health professionals in medical institutions to declare senior professional and technical qualifications shall be implemented in accordance with the Interim Measures of Beijing Municipality for Social Capital to hold professional title examinations for health professionals in medical institutions (J.F.F. [2013] No.25).
(9) With regard to the requirements for foreign language and computer titles of health professionals and technicians, according to the Notice on Relevant Issues Concerning the Adjustment of Beijing's Examination Policy for Foreign Language and Computer Application Abilities (J.R.S.F. [2016] No.230), and in accordance with the professional title evaluation orientation of outstanding performance, outstanding contribution and outstanding innovation ability, the requirements are 2017/KLOC. Professional title foreign language proficiency test and computer application ability test are not necessary conditions for applying for professional title evaluation, and the employer shall independently determine the employment conditions of foreign language and computer application ability according to the needs of professional and technical posts. From 20 17 10, the examination of Beijing ancient medical literature is not a necessary condition for the evaluation of professional titles, and the corresponding evaluation work is determined by the employer independently.
(10) Regarding the requirements of city doctors to be promoted to deputy chief physician or chief physician, according to the requirements of the Notice on Issues Related to Urban Doctors Working at the Grassroots Level before Their Professional and Technical Positions are Promoted (No.37 [2003] of Jing Wei Zi) and the Supplementary Notice on Issues Related to Urban Doctors Working at the Grassroots Level before Their Professional and Technical Positions are Promoted (No.38 [2004] of Jing Wei Zi), He must work in grass-roots health units 1 year (that is, the deputy chief physician must work in grass-roots rural areas for 40 weeks or 200 working days, and the chief physician must work in grass-roots rural areas for 36 weeks or 180 working days) or work in grass-roots health units in 83 remote and semi-mountainous towns for 8 months. In 2020, affected by the epidemic situation in COVID-19, due to the actual needs of work, people who can't complete the accumulated work service 1 year in primary health units, who have completed two-thirds or more of the service time limit, will be issued by their units, and at the same time, they will make up the service time in the future, so they can declare senior titles this year.
According to the Implementation Plan of Counterpart Support for Community Health Services (Jing Wei Zi Yi [2007] No.45), since 2007, medical staff with intermediate or above titles in clinical departments of supporting hospitals must provide services for community health service centers (stations) for at least 15 days every year. Those who refuse to serve in community health service institutions without reason or fail to complete the annual 15-day community service task on time cannot be promoted to professional titles. Those who take the initiative to leave the community and successfully complete their tasks as required and are well received by community health service institutions and residents will be given priority in promoting their professional titles under the same conditions. In 2020, due to the epidemic situation in COVID-19, people who can't complete the 15-day community service task due to actual work needs will be exempted from providing this year's community service certification materials by their work units.
Once verified, the units and individuals who practise fraud will be severely dealt with, and their qualifications for declaration within 2 years will be cancelled, and the responsibilities of relevant leaders and staff will be investigated. Certification materials submitted by rural and community service applicants, as of August 3 1, 202 1.
(1 1) According to the spirit of the 2005 Beijing Health Work Conference, all health workers in the capital should learn to master the knowledge of prevention and control of key infectious diseases, and each person should study for no less than 20 hours a year. In the 20021health series senior professional and technical post qualification defense, the professional defense review team will continue to assess the applicants' knowledge of infectious disease prevention and control. The content of prevention and control in COVID-19 is one of the essential contents of on-site assessment, and it is also one of the necessary conditions for promotion of professional titles and post appointment. From 20 17, the certificate of infectious disease training can be downloaded and printed in Beijing Continuing Medical Education Management System, which will be reviewed and confirmed by the education authorities of each unit.
(12) To further reform and improve the evaluation of technical titles of primary health professionals, provide basic public health services and undertake public health management with the emphasis on the comprehensive services of diagnosis, treatment, nursing and rehabilitation of common and frequently-occurring diseases, and classify and evaluate the comprehensive management, technical guidance and training of rural doctors in village clinics and community health service stations in the defense evaluation; For primary health professional and technical personnel with outstanding work performance, the exception application materials are not limited by academic qualifications and papers, mainly including special reports on diagnosis and treatment of common diseases (frequently-occurring diseases), medical record analysis data, work summary, reports on the promotion and use of new medical and health technologies, health education and health promotion, and health file management. , and submit the "Recommendation Form for Beijing Professional Title Exception Declaration" (which can be downloaded from the website of the Municipal Human Resources and Social Security Bureau) to the cadre and personnel department of the Municipal Health and Wellness Commission before the end of July.
Second, the relevant requirements
(a) the applicant's publicity requirements
All units shall publicize the information of the personnel who declare the qualifications of senior health professional and technical positions (such as the average number of clinical work weeks per year, technical work and workload undertaken, medical ethics, papers, time and place of working in rural or community grassroots, continuing education, participation in epidemic prevention and control work in COVID-19, etc.) for not less than 5 working days, and after publicity, the unit recommendation committee shall make recommendations. During the publicity period, if the masses report the applicant's fraud, the unit recommendation committee shall instruct the relevant departments or personnel to verify, and once verified, the applicant's declaration qualification shall be cancelled within 2 years.
(2) Professional and technical work performance requirements
Applicants should truthfully, comprehensively and carefully fill in the column of "Main Professional and Technical Work Achievements since assuming the present position" in the Application Form for Qualification Assessment of Senior Professional and Technical Positions, which should reflect their work achievements, professional ability, workload and innovation, including their professional work experience (average number of professional and technical work weeks per year) and professional work ability (clinical experience in prevention, diagnosis and treatment of common diseases, and experience in independently solving complex and difficult cases).
All applicants are required to fill in the Example Form of Hosting Emergency Rescue or Solving Difficult Cases and Key and Important Technical (Scientific) Problems since assuming the current professional and technical positions (Annex 3), 3 applicants for subtropical high schools and 5 applicants for positive high schools need to fill in. Applicants of community health service institutions can also fill in special reports on diagnosis and treatment of common diseases (frequently-occurring diseases), medical records analysis data, reports on the promotion and use of new medical and health technologies, health education and health promotion, health file management, public health services and other contents that are close to their own jobs and can reflect their professional and technical level.
Among them, those who apply for senior professional and technical positions in clinical medicine of western medicine and work in inpatient wards must also fill in the list of cases who have presided over emergency rescue, treated difficult diseases or performed surgery (guidance) since taking up their current professional and technical positions (Annex 4, no more than 50 cases).
All units should strictly review the professional and technical work performance declared by the applicant, focus on assessing the clinical ability of the applicant, and take it as one of the main assessment indicators for recommending promotion. The Municipal Health Talent Evaluation Center will strengthen the review of materials, and the professional defense evaluation team will take the applicant's professional and technical work performance as the main basis for evaluation.
(3) Requirements for papers
According to the relevant regulations of Ministry of Human Resources and Social Security and the National Health and Wellness Committee, the promotion of deputy chief physician should be reported at least two papers (or works) of the first author published in professional journals or at academic conferences at or above the provincial level during the work of the attending physician; To be promoted to the position of chief physician, at least three papers (or works) of the first author must be published in professional journals at home and abroad or reported at the general meeting of national and international academic conferences (the papers of rural health professional and technical personnel shall be implemented according to document No.9 [2006] of Jing Wei Zi). The recommendation committee of each unit is responsible for examining the authenticity, scientificity, advancement and practicability of the papers submitted by the applicants. The time for submitting the published paper is 2021August 3 1. Doctoral and master's degree defense papers cannot be used as defense papers to declare professional titles. See Annex 5 for descriptions of works, papers and reading papers.
According to the Notice on Relevant Issues Concerning the Qualification Assessment of Advanced Professional Technology in Health Major (J&F [2002]10/No.), college graduates applying for senior professional titles must publish 3 or more professional academic papers in professional core journals. In line with the principle of diluting papers, relevant personnel are no longer required to publish papers in core journals from 20 17.
In order to implement the Guiding Opinions of the General Office of the State Council on Optimizing the Academic Environment (Guo Ban Fa [2065438+05] No.94), strengthen the construction of scientific ethics and style of study, and resist academic misconduct, in 20021year, a duplicate checking link was added in the evaluation of professional titles, and the copy ratio of the papers or related materials submitted by the applicants was carried out by Tsinghua University "China HowNet Academic Misconduct Document Detection System".
(D) On the policy tilt
According to the relevant regulations, those who meet the application conditions for aiding Xinjiang, Tibet, Qinghai and foreign aid in performing official duties will be given priority in recommendation and promotion under the same conditions; During the period of assistance, the unit can submit written proof materials, and can directly audit without defense. All units should do a good job in the evaluation and employment of professional titles in line with the principle of tilting towards pediatrics, obstetrics, general practice and rehabilitation. Since 20 19, the city has taken clinical trials and achievements transformation as an important basis for the evaluation of medical staff titles, and all units should take clinical trials and achievements transformation as an important indicator for the promotion of recommended personnel titles.
(5) Declaration of supernumerary personnel.
According to the Guiding Opinions of the General Office of the State Council on the Comprehensive Reform of Urban Public Hospitals (Guo Ban Fa [2065438+05] No.38), the supernumerary staff of public medical and health institutions in our city can apply for the senior title of health series after research with the Municipal Human Resources and Social Security Bureau. When the relevant units recommend the promotion of non-staff personnel, they should consider the recommendation criteria of non-staff personnel as a whole; To the total number of supernumerary professional and technical personnel as the base, to the proportion of professional and technical positions of the unit as the standard, calculate the reporting indicators of supernumerary personnel of the unit, and report them to the competent department of professional titles for approval, and the reporting indicators of supernumerary personnel shall not be misappropriated. Medical and health institutions with fewer supernumerary personnel and tight reporting indicators for supernumerary personnel can be reported to the District Human Resources and Social Security Bureau by the competent department in a timely manner. The district health and wellness committees should take the initiative to communicate, coordinate and closely cooperate with the district human resources and social security bureau, and contact the Municipal Health and Wellness Committee for feedback when problems are found in the work.
(six) a declaration on the establishment of medical institutions by social capital.
Social capital holds medical institutions to apply for the professional and technical qualifications of senior and deputy senior health technicians, which must be audited by the talent service institutions where the units and personnel files are located, approved by the human resources and social security departments and health administrative departments in the district where the medical institutions are located, issued a power of attorney, and reported to the Municipal Health and Wellness Committee for review, and can be temporarily exempted from rural and community services. During the defense review, an objective evaluation will be made according to the scale and specialty characteristics of the hospital, focusing on its ability to solve practical clinical problems and professional and technical level.
(seven) on the implementation of the title defense evaluation representative system.
In order to innovate diversified evaluation methods and break the chronic disease of "one size fits all" in professional title evaluation papers, "masterpiece" replaces "thesis title" as an important content of defense evaluation. Different types of health professionals and technicians can choose different types of representative works to defend according to actual needs. "Representative works" can include papers, special reports, medical records analysis materials, reports on the promotion and use of new medical and health technologies, etc.
(eight) on the issue of online declaration.
In order to make the registration more convenient, accurate and fast, Beijing will continue to apply for the qualification of senior professional and technical positions in health series by computer network. Applicants should log on to the website of Beijing Health Talent Evaluation Center (www.bjwsrc.cn) for online declaration (the content provided online must be accurate and detailed). After carefully examining the applicant's information, the personnel department of each unit shall submit the power of attorney, book and index letter to the Municipal Health Talent Evaluation Center within the specified time. For details, please refer to the relevant notice of the Municipal Health Talent Evaluation Center.
(nine) on the cancellation of the seal of the customs declaration filing department.
According to the unified requirements of the Municipal Human Resources and Social Security Bureau, strengthen the recommendation of the work unit and cancel the seal of the audit opinion of the filing department on the declaration form. The applicant's work unit shall strictly examine the application materials and the performance of the applicant's duties. After publicity without objection, the unit put forward suggestions according to the management authority. The personnel department of the unit shall truthfully fill in the recommendation letter of the applicant, affix the seal of the personnel department of the work unit (or the official seal of the work unit), and be responsible for the authenticity of the recommendation letter.
(10) About work discipline and requirements
All units should strengthen the examination of the application materials for professional titles and report the materials as required. The application materials must be true and reliable, and the handwriting should be clear and standardized; Copies of the materials submitted shall be audited by the unit and stamped with the official seal; Review materials that do not meet the requirements will not be accepted; The applicant and the unit to which he belongs shall fill in the "Certificate of Authenticity of Qualification Evaluation Materials for Professional and Technical Positions" (Annex 6). If fraud is found, the qualification will be cancelled, and if the circumstances are serious, informed criticism will be given. This work has strong policy, tight time and heavy task. All units should strengthen leadership, elaborate organization and careful arrangement to ensure smooth progress.
