"Building a country and respecting the people, teaching first" comes from Ke's Book of Rites and Learning in the Warring States Period. Xueji is an educational paper in ancient China, one of the monographs on ancient laws and regulations in China (The Book of Rites of Little Dai), and the earliest book devoted to education and teaching in the world history.
The Book of Rites is concise and vivid, and systematically and comprehensively expounds the purpose and function of education, the system, principles and methods of education and teaching, and the position and function of teachers.

The author of The Book of Rites planned the educational system.
