The Concept, Types and Functions of Government Culture
Administrative culture is a complex whole and a special embodiment of culture in administrative activities, including people's attitudes and values towards the administrative system. The administrative culture of different countries has different characteristics and reflects the development of different countries. This paper mainly analyzes China's administrative culture, analyzes the present situation of its development, and puts forward the path of administrative culture development and innovation in combination with the development in the new period, hoping to provide some reference suggestions for the development of China's administrative culture.

I. Introduction

Administrative culture reflects China people's psychological phenomenon, attitude and state of psychological activities, and directly reflects people's recognition of administrative activities. Therefore, administrative culture plays an important role in China's socialist modernization. With the continuous development of the times, the western concept of rule of law has gradually penetrated into our country, and our rulers have gradually realized the importance of the rule of law. With the help of the rule of law, the administrative activities of the government are restrained, and the sense of responsibility of administrative personnel is gradually improved. In this process, the level of administrative rule in China has been improved, but it also makes the administrative culture in a transitional period from rule of man to rule of law, and the development of administrative culture has been affected to some extent.

Five, the administrative culture innovation strategy

(A) adhere to the guiding role of Marxism

China's socialist modernization is closely related to Marxism, which plays a leading role in China's socialist modernization. The innovation and development of administrative culture should adhere to the guiding position of Marxism, innovate the development of administrative culture, enhance the openness of consciousness, promote the renewal of mechanism, and provide advanced ideological guidance for the innovation of administrative culture under the premise of comprehensively analyzing the present situation of administrative culture in China.

(4) Strengthening the spiritual and cultural construction of civil servants.

In the new era, government civil servants are different from traditional parents. In the process of shouldering departmental functions, they are also bound by laws and bear corresponding responsibilities and obligations like ordinary citizens in China. Therefore, in the process of administrative culture innovation, the government should strengthen the spiritual and cultural education of civil servants, constantly improve the values of national civil servants, and enable them to carry out administrative activities according to the needs of administrative culture innovation and development.

(5) Improve the construction of administrative system.

The perfection of administrative system plays an important role in the innovation and development of administrative culture. Therefore, the relevant staff should combine the needs of administrative culture construction and constantly improve the administrative system, which can not only improve the efficiency of administrative work, but also help the people's thinking, psychology and values in China to improve continuously.

First of all, we should constantly improve the administrative organization structure.
