This paper introduces the legal system of building energy conservation in China, the basic contents, basic requirements and key points of building energy conservation projects, and the key points of quality control in three stages: construction preparation, construction process and completion acceptance. On-site management personnel of construction, construction and supervision units must study hard, skillfully use and strictly control, so that the materials, equipment and construction and installation quality of building energy-saving projects can meet the national qualified standards. Introduction Due to the late start of China's national building energy-saving project, employees' energy-saving awareness is weak and their concepts are backward, and they have insufficient understanding of the necessity and importance of building energy-saving projects, insufficient attention, lax management and poor implementation. In the process of implementation, the design depth of the construction drawing is not enough, which is inconsistent with the acceptance specification and the requirement of the Ministry of Construction to review the energy-saving scheme separately. They change at will, cut corners, shoddy, and confuse the fake with the real. To this end, we wrote "Improving the Construction Quality Management Level of Building Energy-saving Projects" to discuss and communicate with you, so that the quality of building energy-saving projects can reach the national qualified standards. 2. As managers of construction, construction and supervision units, it is very important to study and implement it seriously, improve the level of understanding and management, strengthen monitoring and improve the effect of building energy conservation. Basic requirements and key points of building energy-saving projects 4. 1 A multi-disciplinary acceptance specification is based on the current national laws, regulations and relevant standards, summarizing the practical experience and research results of the design, construction, acceptance and operation management of building energy-saving projects in China in recent years, drawing on international advanced experience and practices, fully considering the actual situation of building energy-saving projects in China at this stage, and highlighting the basic requirements and key points of acceptance. The contents include: wall, curtain wall, doors and windows, roof, floor, heating, ventilation and air conditioning, cold and heat sources of air conditioning and heating system, pipe network, power distribution and lighting, monitoring and other building energy-saving projects. It is the first acceptance specification for construction quality of energy-saving projects involving multiple disciplines in China. 4.2 Strictly implement the mandatory provisions of the specification: 1.0.5, 3. 1.2, 3.3. 1, 4.2.2, 4.2.7, 4.2. 15 and 5.2.2. 10.2. 14, 1 1.2.3, 1 1.2.5,11.2.50000.00000000015 According to national regulations, construction projects must be energy-efficient, and construction projects that do not meet the requirements of energy conservation shall not be accepted and delivered for use. Therefore, it is stipulated that the completion acceptance of the unit project should be carried out after the acceptance of the building energy-saving sub-project, and the bold sign is a mandatory provision, which must be strictly implemented. In other words, the acceptance of building energy efficiency is a prerequisite for the acceptance of unit projects, with "one-vote veto". 4.4 Design changes involving energy conservation shall be strictly restricted. For various reasons, it may be necessary to change the energy-saving design during the construction process. In order to prevent these changes from affecting the energy-saving effect, design changes involving energy-saving should be strictly restricted. First, any design change related to energy saving needs to go through the design change procedures in advance; Second, the design changes related to energy saving should not reduce the energy saving effect; Third, design changes involving energy-saving effects should be approved by the design unit and submitted to the original energy-saving design review body for review and determination; Fourth, after the change is confirmed, it should be confirmed by the supervisor or the construction unit. This setting increases the difficulty of changing the energy-saving design, so as to keep the energy-saving design requirements that have been reviewed and determined as much as possible. Reduce unnecessary energy-saving design changes. 4.5 "Four Innovations" technology reviews, appraises and records the new technologies, new equipment, new materials and new processes adopted in building energy-saving projects, which is referred to as "Four Innovations" for short. 4. The new technology is new, and there is no standard to be based on. Therefore, we should take a positive and cautious attitude towards the application of the four new technologies. The state encourages the use of four new technologies in building energy-saving projects, but in order to prevent immature technologies and materials from being used in projects, the state also stipulates measures such as scientific and technological achievements appraisal, technical review or filing for the four new technologies. The specific method is: it can only be adopted after examination, appraisal and filing in accordance with relevant regulations. 4.6 The construction organization design shall include the construction contents of energy-saving projects. In view of the importance of building energy conservation, the construction organization design of unit projects should include the construction content of building energy conservation projects. Before the construction of building energy-saving projects, the construction unit shall prepare the technical scheme of building energy-saving projects, which shall be examined and approved by the supervision (construction) unit. The construction unit shall conduct technical disclosure and necessary practical training for professionals engaged in building energy-saving projects to ensure the effect of energy-saving construction. 4.7 Acceptance of incoming materials and equipment Generally, the acceptance of incoming materials and equipment can be divided into three steps: first, check the appearance quality. The varieties, specifications, packaging, appearance and dimensions are checked and accepted by "visible quality", and the corresponding quality records are formed after being approved by the supervision engineer or the representative of the construction unit. The "visible quality" of materials and equipment refers to the quality that can be checked by simple methods such as visual inspection and measurement, weighing and tapping. The second is to check the quality certificate. These quality certification documents mainly include factory certificate, product specification, relevant performance inspection report and formal inspection report, etc. Imported materials and equipment shall have inspection reports on entry-exit commodities. Thirdly, witness sampling and inspection shall be carried out according to the reinspection items of purchased materials and equipment proposed in various chapters of this specification and Appendix A to verify whether their quality meets the requirements. 4.8 On-site entity inspection The on-site entity inspection of building energy-saving projects includes two parts: the on-site entity inspection of envelope structure and the energy-saving performance inspection of the system. First, the energy-saving structure of the external wall of the envelope and the air tightness of the external window in cold, cold, hot summer and cold winter areas are detected on the spot. The on-site physical inspection method of external wall energy-saving structure adopts the core sample sampling inspection method in Appendix C for inspection, and an inspection report is issued. The physical inspection of air tightness of external windows refers to the inspection of installed external windows in their use positions, in order to check the installation (including assembly) quality of external windows, which can effectively prevent the illegal behavior of "selling dog meat by selling sheep's head" that "the inspection window is qualified and the engineering window is unqualified". The second is to test the energy-saving performance of the system. After the installation of HVAC, power distribution and lighting projects is completed, the energy-saving performance of the system shall be tested, and the construction unit shall entrust a testing institution with corresponding testing qualifications to conduct testing and issue a witness test report. Inspection items, sampling quantity, allowable deviation or specified value shall be carried out according to the 9 inspection items listed in this specification table 14.2.2. 4.9 The energy-saving effect of buildings can only be evaluated by the test data of relevant chapters and appendices in the specification, and there are 12 items for re-inspection of energy-saving materials and equipment entering the site. There are 2 items for the on-site physical inspection of the envelope; The energy-saving performance test of the system specifies 9 items. The data of these re-inspection items and inspection items are used to evaluate whether the quality meets the requirements of construction drawing design documents, construction quality acceptance specifications and standards, construction contracts and building energy-saving effects in sub-projects and sub-projects acceptance. Therefore, whether the test conclusion is correct or not is very important. The Ministry of Construction 14 1 Order stipulates in Article 12 of the Measures for the Administration of Quality Inspection of Construction Projects that the construction unit shall entrust an inspection agency with corresponding qualifications to conduct inspection and sign a written contract. Therefore, at present, the testing institutions that undertake the testing and testing of building energy-saving projects should have the qualification of witness testing and pass the metrological certification of energy-saving testing projects. 4. 10 includes the image data in the specification. Chapters 4, 5, 6, 7, 8, 9, 10,1,12, 13, 15 of this specification all require concealed works to be accepted. This is the first time that China has incorporated the image data into the acceptance specification to verify the authenticity and traceability of its concealed works. 5.
