In practice, the United States still refuses to recognize China as a market economy, thus making a price comparison. The United States Department of Commerce, based on the price of a third country, is far-fetched to find "fair value" for China's exports. Before this substitute was found in this country, even the United States Department of Commerce and the United States International Trade Commission did not know what "fair value" was, let alone China enterprises. Obviously, there is great unpredictability in American anti-dumping against China. At the same time, no two countries in the world are exactly the same, so it is unfair to choose a substitute country. For example, in the anti-dumping case of thick steel plate in the United States, although the United States actively cooperated with China enterprises to participate in the investigation, it issued a series of complete data such as production statistics, cost, raw material procurement, product sales, financial statements, etc., which confirmed that China's steel products exported to the United States were not dumped. However, in India, the substitute value of the United States ignored the facts we provided, and the final ruling was very unreasonable and unfair to our ruling. Therefore, "alternative countries" will never be objective and fair. (C) The United States adopted an unreasonable price and forecast price structure. Objectively speaking, no country in the world has exactly the same economic situation as China, so it is unwilling to provide information or can't find a suitable substitute country when the United States chooses a substitute country. It is easy for the United States Department of Commerce to separately use the cost of production factors frequently used by different countries and calculate the joint cost, and even some developed countries sometimes use the calculation of the cost of production factors. Of course, it is absolutely unfair to China enterprises.
