First, division of labor and cooperation, complementary advantages, is conducive to the formation of a joint force of party building work. The United Front Work Department of the Party Committee has the function of United front work in the economic field, and the representatives of the non-public economy are its working objects. The Federation of Industry and Commerce is a "people's organization mainly engaged in the ideological and political work of representatives of non-public economy" determined by the central government, and it is a bridge and link between the party and the government to contact the non-public economy. The industrial and commercial bureau has the function of administrative management of non-public economic organizations and has a relatively accurate grasp of their development and changes. The above-mentioned departments and units all have the function of exercising the work of non-public economy, and each has its own advantages. Therefore, under the direct guidance of the leaders of local party committees and organizational departments, it is easy for all participating units to form a joint force in the party building work of non-public enterprises and implement it.
Second, mutual communication and coordination are conducive to promoting party building. The United Front Work Department, the Industrial and Commercial Bureau and the Federation of Industry and Commerce have more daily contacts with non-public enterprises because of their work functions, and are closely related to enterprise leaders. They regard the United Front Work Department, the Industrial and Commercial Bureau and the Federation of Industry and Commerce as their "maiden homes", so it is easy for them to understand, accept and support the establishment of party organizations and coordinate the relationship between owners and party organizations. At the same time, due to the close relationship between the above departments and non-public enterprises, they are familiar with the situation and characteristics of enterprises, and it is more targeted to guide the party organizations of non-public enterprises to carry out party work, which is conducive to giving full play to the role of party organizations of non-public enterprises.
Third, vertical and horizontal contact and up-and-down interaction are conducive to the combination of party building work and functional work. With the rapid development of the non-public economy, the work of the United front department, the industrial and commercial tax department and other departments has also changed with the development of the situation. For example, the United Front Work Department and the Federation of Industry and Commerce mainly do ideological and political work on behalf of non-public enterprises, unite them around the party and guide them to develop healthily and rapidly. With the Party organization, enterprises can enhance the timeliness, pertinence and timeliness of ideological and political work, and practical problems can be reflected and solved in time, thus doing a good job in unity, help, guidance and education. In this way, the party building work of non-public enterprises has been implemented, and the work of relevant departments has been done well, which promotes each other and complements each other.
This model of party building leadership system in non-public enterprises has greatly promoted the development of party building work in non-public enterprises, but it also has the following two limitations:
First, there is a lack of legal and policy basis and lack of standardization. This joint meeting system model is gradually formed in the current practice, and it has also received good results in practice. But this kind of non-institutionalized joint meeting, in a strict sense, can not be called the leadership system. The leadership system must be clearly authorized by laws or inner-party regulations, and the nature and functions of work must be clearly defined by relevant rules and regulations, and certain institutions should be used as the material carrier of their work. Looking at the current party building work of non-public enterprises in China, some places have established this form of joint meeting or coordination and guidance group, while others have not; In some places, the work of joint meetings can be normalized and standardized, and in some places, it is very arbitrary.
Second, multi-head leadership and multi-party guidance lead to poor leadership. In the network of party building work in non-public enterprises, the Propaganda Department of the Party Committee, the United Front Work Department of the Party Committee and the administrative department for industry and commerce, under the leadership of the Party Committee and organizations, play their respective roles and assist the Party Committee to do a good job in party building work in non-public enterprises. However, their job functions are different, their respective job responsibilities are unclear, and it is easy for many leaders to pay attention to or miss management. This will not only waste energy, but also lead to poor leadership.
(B) the compartmentalization mode
The leadership mode of "block-oriented, compartmentalized combination" is that the leaders of local party organizations in cities (counties), townships (towns), streets and communities where the enterprises are located are the main ones, and some important and large-scale enterprises can be managed by the party organizations at the next higher level at different levels, or supplemented by centralized leadership, and compartmentalized combination can be carried out according to the tax situation. The advantages of this model are as follows:
First, centralized leadership is conducive to guiding and enhancing the pertinence of party building work. Party organizations in counties (districts), townships (towns), streets and communities where non-public enterprises are located have close ties with non-public enterprises, which is convenient for local party organizations to strengthen political, ideological and business guidance, exchanges and communication with grass-roots party organizations of enterprises, and can solve some practical problems in a timely and effective manner and enhance the pertinence and pertinence of party building work.
Second, centralized management is conducive to the close combination of party organization work and economic construction work. Party building in non-public enterprises is under centralized management, and party building activities are easy to manage, so it is easy to find the combination point between grass-roots party organizations and non-public business owners, forming "* * * the same language".
Third, combining with reality is conducive to expanding the coverage of party building work. The "block-oriented, compartmentalized" leadership model of party building in non-public enterprises can comprehensively cover the party building work of party organizations in non-public enterprises in the region and eliminate the "vacuum zone" and "blind zone" of party building work.
This mode of leadership system is also common in non-public enterprises, which has accelerated the development of party building in local non-public enterprises, but it also has certain limitations, mainly in the following two aspects:
First, it is difficult to play a role because of the weak combination of various pieces. Party organizations of professional associations, such as industrial and commercial administrative departments or bar-led trade associations, have close ties with city (county) party committees led by blocks, while grass-roots party organizations of their branches have relatively weak ties with local street and community grass-roots party organizations. In practical work, local grass-roots party organizations need to cooperate with the grass-roots party organizations of these branches from time to time in order to effectively carry out the construction of the party's grass-roots organizations. These branches also need the timely understanding, guidance and help of local grass-roots party organizations in order to play an effective role in non-public enterprises. Therefore, in practice, if the integration of different departments is weak, it is difficult to give full play to the role of party organizations.
Second, the division of responsibilities is unclear and the responsibilities are much heavier. Implement a leadership system that combines vertical and horizontal. Due to the unclear division of responsibilities, the work scope of the compartmentalized leaders may coincide with the work area of the compartmentalized leaders. In practice, in the same enterprise, it is necessary to accept the leadership of both local grass-roots party organizations and centralized party organizations, which is easy to cause heavy management.

As an agency of local party committees, the Party Working Committee is responsible for party building in non-public enterprises, which is justified and convenient for coordinating various working relationships. Be able to make use of the work functions entrusted by the party Committee and its own organizational advantages to smoothly carry out the party building work in non-public enterprises.
Second, it is conducive to clarifying the responsibilities of party building work and effectively implementing party building work. Provincial, municipal and county Party committees have direct administrative subordination. The Party Working Committee at the next higher level can directly guide the work of the Party Working Committee at the next lower level, assign tasks to the Party building work, and require the Party Working Committee at the next lower level to be responsible to the Party Working Committee at the next higher level. In this way, the mechanism of party building has been formed and the smooth progress of party building has been ensured.
Third, it is conducive to giving full play to the effectiveness of comprehensive guidance and improving the status of party organizations. As an agency of local party committees, the Party Working Committee can directly guide and urge enterprises to operate according to law and safeguard the legitimate rights and interests of party member. Party organizations such as the Federation of Industry and Commerce, various trade associations, and the Industrial and Commercial Bureau can provide useful help and quality services for the production and operation of non-public enterprises through their own organizational advantages and talent advantages, guide enterprises to operate legally, promote the healthy development of enterprises, and enhance the influence of party organizations.
This model of party building leadership system in non-public enterprises is also common, which enhances the leadership of party building work in non-public enterprises, but it also has certain limitations, mainly in the following two aspects:
First, the functional boundaries are unclear. The party building work of non-public enterprises led by provincial, city and county party working committees mainly relies on the party organizations of the Federation of Industry and Commerce, the Industrial and Commercial Bureau and trade associations. However, it is not a functional department of the party. It should do party building work in non-public enterprises and exercise the functions of political parties. This will easily lead to the unclear responsibilities of "party and government" and "government and enterprise", which is not conducive to the effective development of party building work in non-public enterprises.
Second, lack of innovation and vitality. The provincial, city and county party working committees lead the party building work of non-public enterprises, and the higher and lower levels have direct administrative subordination. The Party Working Committee at the next level mainly takes the completion of the work assigned by the superior and the completion results as the standard to measure its party building work. It is difficult for the Party Working Committee at the next level to carry out creative work according to the actual situation of non-public enterprises within its jurisdiction, which makes the party building work lack the vitality it deserves.
Two, "one main and two auxiliary" new leadership system model of party building work in non-public enterprises

To sum up, China's existing leadership system model of party building in non-public enterprises can no longer meet the development and changes of modern society and the current practical requirements of party building in non-public enterprises. It is necessary to establish a new leadership system model to guide and standardize party building in non-public enterprises. To this end, on the basis of summing up past practice, in accordance with the laws and requirements of party building and the needs of future development, we put forward a new leadership system model of "one master and two assistants" from a macro perspective.
