First of all, on the whole, the Yangtze River Delta ports have complementary advantages, which makes its hinterland economy have an engine effect. The advantages of Yangshan Port lie in the relatively perfect software service system and the comprehensive strength of Shanghai Port. Ningbo-Zhoushan port has better natural conditions that Yangshan port does not have, as well as water-water transit, large-tonnage bulk cargo and national strategic materials storage and transportation capabilities. The opening of Yangshan Port means a new development opportunity for Ningbo Port. The two ports can compete in dislocation, complement each other and depend on each other to achieve common development and improve the overall gold content of the ports in the Yangtze River Delta. The port itself is one of the important components of the local economy. The production, operation and development of ports can create direct output value, national income, employment opportunities and taxes for regional economy, and directly promote the development of economic regions.
Secondly, from the perspective of infrastructure, three key projects have been built within the Yangtze River Delta to provide transportation support. It can be seen that the mutual promotion and development of port logistics and regional economy in the Yangtze River Delta has great advantages, but there are certain problems both within and between ports. These problems restrict the coordinated development of port logistics and regional economy, mainly in five aspects.
1. Internal ports compete based on their own interests. While these ports have formed a situation of uniting Lian Heng in a small scale, their willingness to "form their own systems and compete with each other" has increased throughout the Yangtze River Delta. Based on local interests, local governments intervene in regional economic development by administrative means, compete for goods and seize the hinterland, leading to disorderly competition among ports.
2. The thinking of government departments is misplaced and the planning layout is insufficient. The competent authorities did not clearly define the ports in the Yangtze River Delta, and did not clearly define Shanghai, Zhejiang and Jiangsu. At the same time, the roles of Shanghai Port, Ningbo Port and Suzhou Port are vague and it is difficult to coordinate development.
3. The construction of comprehensive transportation system is relatively imperfect. The transportation system inside and outside the Yangtze River Delta port group is not perfect, and the scale is slightly insufficient. Highway system construction lacks long-term planning and scientific management, and there is a lack of cohesion, coordination and cooperation between localities.
4. Wharf construction tends to be overheated, and commodity competition is still a price war. At present, the total throughput of the Yangtze River Delta port in the long-term planning is close to 36 million TEUs. However, with the development of China's economy, the container increment may have a downward trend. Some ports are facing the problems of insufficient supply and low port utilization rate. The port keeps reducing the port usage fee and loading and unloading rate, which leads to the serious phenomenon of price reduction and goods grabbing. Price competition not only reduces the income of port logistics, inhibits the development of regional economy, but also leads to disorderly competition among ports.
Three, the Yangtze River Delta port logistics and regional economic coordinated development countermeasures and suggestions
With the strong rise of port economy, the competition of ports has shifted from cost difference competition to quality competition, and then to service competition. In the service competition, logistics service is the most important part. In port logistics service, the optimal allocation of port resources is very important. Ports need to continuously expand the function of value-added services and realize the rational allocation of resources through value-added services in order to play a leading role in regional economic development. At the same time, through the reorganization of the logistics park, the integration of district and port linkage can be realized, and the efficiency of government supervision can be improved, thus improving the port environment and enhancing the port service value. In order to further seize the development opportunity of port logistics and improve the competitiveness of the Yangtze River Delta regional economy, this paper puts forward the following suggestions.
1. Establish a leading organization to strengthen the integration of resources in Hong Kong. Ports in the Yangtze River Delta belong to Shanghai, Zhejiang and Jiangsu, and most governments consider their own interests. Therefore, according to the principle of optimal overall economic benefits, the integration of port resources within the existing group needs the joint participation of all regions. It is suggested that the state should set up regional planning and industrial coordination committees according to the actual situation, and give them corresponding powers and resources to make them legal and institutionalized. Then, with Ningbo-Zhoushan Port as the center, Shanghai Port and Suzhou Port will develop in harmony to ensure the integration, optimization and improvement of resources in the port group, realize the goal of "prospering the city with Hong Kong" and promote the economic take-off in the Yangtze River Delta region.

At the same time, strengthen port transformation and upgrading, improve port equipment, improve port management level, improve service efficiency, enhance service competitiveness, manage port environment, and solve internal structural contradictions of the port, so as to further strengthen port system construction, improve port service quality, reduce logistics costs, and adapt the port to the needs of internationalization, marketization and modernization.
3. Expand the port logistics function and establish a modern logistics base. All ports should take organizing the development of logistics chain as their main task of production and operation.
