This paper mainly investigates and sorts out the current situation of human resources planning and management of education public sector governance in Honghe Prefecture, Yunnan Province, and then makes a rational evaluation and analysis. The public sector has always placed its overall planning of human resources in an important position in management, and actively established a human resources planning system that adapts to its own development and has regional characteristics to solve its own difficulties and shortcomings.

Firstly, this paper starts with the current situation of human resources development in the public sector of education in China, establishes a theoretical model, briefly summarizes the planning and development of human resources in the public sector of education in Yunnan Province, and finally returns to the research object of this paper-human resources development in the public sector of education in Honghe Prefecture of Yunnan Province. Then, according to the literature collection and data statistics carried out by the author before the preparation of the paper, the current situation of human resources in the education public relations department of Honghe Prefecture was collected in the form of charts, and the relevant evaluation and analysis were made. Specifically, firstly, this chapter makes a general analysis of the human resources development environment of the Education Public Relations Department of Honghe Prefecture, including the investigation of the development of educational talents in this state and the statistics of the teaching staff of 15 full-time schools; Combined with the chart, there are still several important links in education (including the cultural quality of educational human resources, salary management, performance appraisal and recruitment, and continuing training of talents). According to the actual situation of personnel development in this state, this paper classifies and analyzes the human resources planning and management of the public sector of education in Honghe Prefecture, and systematically expounds the integration of personnel system structure; Finally, the paper analyzes the human resources of the public sector of education in the state's comprehensive front, and uses relevant statistical analysis methods to predict the demand and supply of educational human resources.
