Because safety is related to the safety of life and property of construction workers and the safety of the whole project, it can be seen that the importance of construction safety in construction management is quite critical. Based on the author's engineering practice experience, this paper puts forward measures to improve the construction safety management of construction enterprises, and provides reasonable suggestions for the construction safety management.

1. Introduction

Safety construction is related to the happiness and economic benefits of enterprise employees, and also involves many social problems. Practice shows that the safety management of construction enterprises should adopt the following principles: (1) the principle of giving priority to prevention and comprehensive consideration. From the beginning of construction, it is necessary to comprehensively consider manpower and material resources, nip in the bud, pay attention to prior control, have special institutions and personnel responsible for safety work, and set up necessary safety facilities accordingly. (2) The principle that safety management runs through the whole process of project construction. To fully investigate and study in advance, according to the actual situation, carefully analyze the possible safety problems and unsafe factors in the construction, formulate the construction plan and take countermeasures. (3) The principle of overall management and safety first. In the whole safety management, establish the idea of safety first, "production must be safe, and safety promotes production". In the whole safety management, all personnel involved in the construction consciously abide by it to ensure safe construction.

2. The implementation of the responsibility system for safe construction

For the implementation of construction safety, the key is to implement it to everyone, so the author thinks it is quite critical to implement everyone's responsibility system for safe construction.

(1) Implement the project manager responsibility system. The project manager shall take full responsibility for the safety production of this project, conscientiously implement the principles, policies, laws, decrees and regulations of labor protection and safety production, and the rules and regulations of safety production issued by superiors, formulate implementation rules in combination with the specific conditions of this project, establish and improve the post responsibility system for safety production, and check the implementation. Adhere to the policy of "safety first, prevention first", put safety in production at the top of daily work, and regularly study and solve problems existing in safety in production.

Carry out safety technology and discipline education for employees of this project, organize personnel entering the site to carry out safety education and safety disclosure, and organize the implementation of step-by-step fire prevention responsibility and post fire prevention responsibility system. Earnestly implement production rules and regulations, do not command in violation of regulations, formulate and implement engineering construction characteristics and safety measures, often urge full-time safety officers to conduct safety inspections, eliminate hidden dangers of accidents, stop illegal operations, report casualties in time, carefully analyze the reasons, and propose and implement rectification measures and reward and punishment measures. Organize a safety inspection once a week.

(2) Implement the overall responsibility for construction safety of the deputy project manager. The deputy project manager will seriously implement the instructions and regulations of the project leaders and departments on safety production, and take full and direct responsibility for the health of the project employees in production. At the same time, plan, arrange, check, summarize and evaluate the production work. Always check whether the production site and buildings, mechanical equipment and their safety devices, steel pipe racks, tool racks, finished products, workplaces and living facilities are safe and meet the hygiene requirements.

Put forward the safety technical measures plan of this project on time, and be responsible for the implementation of the measures after being approved by the superior. Formulate and revise the safety management system of the project, which shall be audited by the safety management department, put forward opinions, and be responsible for implementation after being approved by the competent leader of the enterprise or the safety Committee. The workers in this project are often educated in the ideology and technology of safe production, and the workers newly transferred to this project are educated in the field of safe production. Special operations workers must undergo strict training, pass the examination and hold an operation certificate before they can operate independently. When an accident occurs, it should be reported to the competent leaders and departments in time, and assist the company leaders and departments in the investigation, registration, analysis and handling of the accident. Carry out various safety management work and formulate specific safety management measures. Fill in quarterly reports to the quality and safety department of the company regularly. Participate in and cooperate with the investigation of industrial accidents and major near misses, technically analyze the causes of accidents, and put forward preventive measures and opinions.

(3) Implement the production responsibilities of full-time safety supervisors. Under the leadership of the project manager, be responsible for the daily work of safety inspection, supervision and management and safety production. Conscientiously implement the guidelines, policies, regulations and requirements of national safe and civilized construction, grasp the safety trends, and often report to the project manager. Often go deep into the construction site for inspection. If it is found that the operation procedures and safety production regulations are violated during the construction, it should adhere to the principle, stop the construction immediately and report to the project manager. Do not command in violation of regulations, organize workers to learn safety operation procedures and pay special attention to safety education. Supervise the fire prevention and public security work of the managed projects, seriously eliminate the hidden dangers of accidents, report the industrial accidents immediately, protect the site, and participate in the investigation and handling. Erection of gables and installation of electrical, mechanical equipment and safety protection devices at the construction site shall be accepted and qualified before use.

(4) Carry out the safety production responsibility of the construction team leader. Be responsible for the production of the safety team of this project, do not command and stop risky operations in violation of regulations, and make technical disclosure to the safety team when arranging the construction tasks of the team. Assist the person in charge of the construction site and be responsible for all safety protection facilities of this project. However, when there is a contradiction between schedule and safety, production must obey safety. Do a good job in safety technical disclosure, lead the team to do a good job in safety activities, organize the team to learn safety operation procedures, educate workers to use protective equipment correctly, and check the implementation. Have the right to refuse illegal command, pay attention to fire prevention work, protect the scene immediately, rescue the wounded, report immediately, and participate in accident investigation and analysis.

(5) Implement the safety responsibilities of material engineers. Conscientiously implement the national, provincial and municipal laws and regulations on safety in production and the laws and regulations on safety in production issued by superiors, and be responsible for the safety performance of purchased materials. Purchase labor protection articles and materials, such as safety nets and safety helmets, that meet the relevant provisions of the state as required. Keep materials in accordance with regulations to prevent theft and fire. Flammable and explosive articles should be stored in isolation.

(6) Safety production responsibilities of the team leader. Seriously abide by the safety operation rules and laws related to safety production, arrange work reasonably according to the technical, physical and ideological conditions of the team members, do a good job in safety disclosure, and be responsible for the safety and health of the team members in production. Organize safety team activities and hold pre-shift safety meetings. Organize teams and groups to learn safety operation procedures, conduct on-site safety education for newly transferred workers, and do a good job in issuing safety education disclosure cards. Always check the safety production situation on the construction site, solve the problems in time and report them in time.

(7) the operator's responsibility for production safety. Earnestly study and strictly implement the safety operation rules, do not operate illegally or recklessly, have the right to refuse the instruction of illegal operation, and have the responsibility to stop others from operating illegally. Strictly abide by the labor discipline of various safety production rules and regulations, and do not play, frolic or play at the construction site, or leave the work post or go outside the work area without authorization. Participate in various safety studies and activities, put forward suggestions for improving safety work, do a good job in safety production, and constantly improve self-protection awareness and ability. Obey the leadership, obey the command, concentrate on your work, stick to your post, don't go to work after drinking, and don't smoke or use fire in places where fireworks and firecrackers are prohibited. Strictly abide by the safety regulations on the construction site, correctly use the "three treasures" of safety, take care of all kinds of safety facilities and safety slogans, and do not dismantle or move them at will. Pay attention to safety in the construction site, and do not climb scaffolding, tic-tac-toe frames, gantry frames and take the hanging cage up and down. Adhere to the three-level safety education, and do not go to work without safety education. The accident should be reported immediately, and the wounded should be rescued quickly and timely to protect the scene, and it should be handled according to the principle of "four irregularities".
