I think you should mean the header and footer, click View, click the header and footer, select Fixed, enter the content, and then select Apply All. The stupidest thing is to insert a text box, resize and position it, copy and paste it so that the position of each page is the same, or choose an optional graphic, insert text, adjust and copy and paste it.
