Attach importance to the innovative ability, quality, benefit and contribution of scientific researchers, strive to reduce the burden of scientific researchers, create a good academic ecology, and encourage more scientific researchers to actively participate in scientific research and devote themselves to scientific research. According to the laws and characteristics of different activities such as basic research, applied basic research, technological innovation and achievement transformation, we will actively carry out classified evaluation of scientific and technological talents.
To improve the evaluation system of scientific and technological talents, we should start from the following aspects:
(1) Coordinating scientific and technological talents. Strengthen coordination between departments and localities, establish a mechanism for repeated verification and handling of talent project declarations, and prevent irregular talent declarations and multiple similar talent projects from supporting the same talent at the same time. Guide departments and localities to scientifically set up scientific and technological talent plans for different support objects and optimize the structure of talent plans.
(2) Scientifically set talent evaluation indicators. Highlight moral character, ability and performance orientation, overcome the tendency of focusing only on papers, professional titles, academic qualifications and awards, implement a representative evaluation system, and pay attention to the quality, contribution and influence of landmark achievements.
The activity and influence of disciplines, the status of important academic organizations or journals, the originality of R&D achievements, the benefits of achievements transformation, and the satisfaction of scientific and technological services are taken as important evaluation indicators. In the evaluation of social welfare research, applied technology development and other types of scientific research talents, SCI (scientific citation index) and the number of papers published in core journals, the cited list of papers and the ranking of impact factors are only used as evaluation references.
