The grim situation in Russia at the turn of the century
At the beginning of Putin's reign, the political legacy inherited from Yeltsin was that the Russian government was facing a serious crisis of trust, and the Russian political system was also at the crossroads of reform.
First, as far as the relationship between the state and society is concerned, all walks of life in Russia have been seriously dissatisfied with the government's work and the people have lost confidence in the state power.
Since 1996, President Yeltsin's health problem has become an important reason for the political turmoil in Russia, and directly led to Russian society's distrust of Yeltsin's ruling ability. Political commentators and ordinary people generally believe that Russian politics has become oligarchic capitalism because of Yeltsin's poor health and blocked information, and Yeltsin actually wants to delegate part of his power to his cronies. Family forces and financial oligarchs can do anything.
Since 1998, Yeltsin has frequently changed the prime minister of the government, and the chaos within the regime has aggravated the crisis of the regime: railway workers in Angelo-Suzensk region, Yurga and Topca went on strike, and various Russian regions joined the anti-presidential movement. 1At the end of May, 1998, Ryazan Duma sent an open letter to Yeltsin, demanding that the President "resign voluntarily and quickly".
