1. has outstanding performance in the construction of socialist spiritual civilization, and has practical actions of being brave, helping others, giving love, serving the society and self-reliance, which has great influence in our school and the local area, and is helpful to establish a good social trend.
2. The academic research has achieved remarkable results. The first author published high-level papers, and the first and second authors published academic monographs and were reviewed by experts.
3. Made remarkable achievements in discipline competitions, and won the first prize (or gold medal) and above in international and national professional discipline competitions, extracurricular academic science and technology competitions, China "internet plus" college students' innovation and entrepreneurship competition, and national vocational college skills competition.

Article 4 The grass-roots units (colleges, departments, institutes and centers, the same below) affiliated to institutions of higher learning shall set up a national scholarship evaluation committee for graduate students (hereinafter referred to as the evaluation committee), with the main leaders of the grass-roots units as the chairman and the graduate tutors, administrators and student representatives as members, responsible for organizing the application and preliminary evaluation of national scholarships for graduate students in their own units.
Article 5 Members of the review committee shall follow the following principles when performing their review duties:
(a) the principle of equality, that is, in the evaluation process, actively listen to the opinions of other members and put forward evaluation opinions in an atmosphere of equal consultation;

Article 6 When allocating national scholarships for graduate students, institutions of higher learning should give appropriate preference to grass-roots units with high quality, disciplines with school characteristics and advantages, basic disciplines and disciplines urgently needed by the country on the basis of the scale of graduate students in grass-roots units.

Article 8 The national scholarship for graduate students is reviewed once a year, and all full-time (full-time study) graduate students who have China nationality and are included in the national postgraduate enrollment plan are eligible to apply. Graduate students who graduated that year are no longer eligible to apply for national scholarships for graduate students.
Ninth universities and research institutes and other graduate training institutions to jointly train graduate students, in principle, by the universities to jointly train graduate students for national scholarship review.
Tenth direct students and students who have not been awarded intermediate degrees in the enrollment brochure shall be determined to participate in the evaluation of national scholarships for graduate students according to the level of courses they studied in that year. Eleventh graduate students in any of the following circumstances, do not have the qualification to participate in the national scholarship for graduate students that year:

Twelfth institutions of higher learning shall, according to their own conditions, scientifically and reasonably formulate the evaluation index system of national scholarships for graduate students, taking the moral quality and academic performance of graduate students as the basic conditions. For academic graduate students, the evaluation criteria should focus on their scientific research and innovation ability and scientific research achievements that reflect their innovation ability; For graduate students with professional degrees, the evaluation criteria should focus on their professional practical ability and comprehensive quality of adapting to professional posts.
Article 13 For newly admitted graduate students, colleges and universities should design a scientific and reasonable mechanism according to the actual situation of the school, focusing on the relevant achievements of the postgraduate entrance examination and assessment, taking into account the outstanding achievements of their undergraduate courses, and organizing experts and graduate tutors to review and defend during the re-examination to ensure that qualified newly admitted graduate students can obtain national scholarships.
Article 14 In order to ensure the quality of students who have won national scholarships for graduate students, and to expand the influence and encouragement and guidance of national scholarships for graduate students, competition, public defense and other links conducive to the innovation of talent training mode can be added to the evaluation work, and differentiated selection can be implemented.
