According to the spirit of Wenzhou Education Bureau's Notice on Doing a Good Job in the Qualification Evaluation of Primary and Secondary School Teachers in 2008 (No.50 [2008] of Wen Jiao Zheng Han), combined with the actual situation of our county, the relevant matters recommended by our county for the post evaluation of intermediate teachers in 2008 are hereby notified as follows:
I. Guiding ideology
Continue to adhere to the direction of professional title reform, gradually implement macro-control of the proportion of professional and technical posts, strengthen performance appraisal and post-employment management, and further improve the evaluation and employment system of teachers' professional and technical posts. Adhere to standards, conduct comprehensive assessment, quantify scientifically, recommend the best, and ensure the quality, so that the evaluation and recommendation work is conducive to the full implementation of the party's educational policy, the implementation of the education law and the teachers' law, the construction of the teaching staff, and the mobilization of teachers' enthusiasm.
Second, the declaration object
(1) Teachers' posts refer to teachers who are engaged in full-time education and teaching in all kinds of primary and secondary schools (including secondary vocational schools and kindergartens) and other educational institutions.
(2) Education management post: refers to the personnel engaged in education management in primary and secondary schools at all levels (including secondary vocational schools and kindergartens) and related institutions.
(3) Experimental post: refers to the full-time personnel engaged in experimental technical work in primary and secondary schools whose laboratories have reached a certain scale.
Teachers of private schools should handle personnel agency in Pingyang County Talent Exchange Center or the Education and Talent Exchange Training Service Department of Pingyang County Talent Exchange Center, and have signed employment contracts with teaching schools certified by the labor department.
Third, the recommended conditions
(1) years of service
1. To apply for the positions of a first-level middle school, lecturer, assistant researcher and experimenter, you should have the qualifications of employing a second-level middle school teacher, assistant lecturer, research intern and assistant experimenter for four years or more respectively (among them, those with a master's degree or a second bachelor's degree need only two years as a research intern and five years as an assistant experimenter after graduation from a secondary school (high school)); To apply for the post of senior teacher in primary school (kindergarten), you should have the qualification of primary school (kindergarten) first-class teacher for 5 years or more (the appointment time is calculated from the end of 65438+February 2008, the same below).
2. For teachers who have obtained qualified academic qualifications after joining the work first, the service time before and after obtaining qualified academic qualifications can be added up. Those who meet the service time requirements can apply for a higher-level teacher position.
3, middle school teachers to obtain a master's degree, primary school (kindergarten) teachers to obtain a bachelor's degree to teach for one year, respectively, to declare the middle school level, primary school (kindergarten) senior teachers.
4, from different series of professional and technical positions to the current position, should work in this position for one year, after passing the examination, the original position and the current position can be merged.
5, secondary vocational school teachers to declare professional courses intermediate teacher position, must have a junior and above the corresponding skills certificate, and every 2 years must have 2 months of enterprise practice experience.
6. All urban teachers born after 1 October 0970+65438+65438 must have1year full-time teaching experience in rural or underdeveloped areas when they are promoted to senior primary school teachers.
Urban schools refer to the schools directly under the county within the scope of Kunyang No.2 Middle School, Kunyang No.3 Middle School, Kunyang No.1 Middle School, Kunyang No.2 Primary School, Aojiang No.3 Middle School, Aojiang No.1 Middle School, Aojiang No.4 Primary School, Shuitou No.1 Middle School, Shuitou No.2 Middle School, Shuitou No.2 Middle School and Shuitou Three Towns.
(2) Education
1. High school teachers who apply for intermediate teacher positions should have a bachelor's degree or above (over 45 years old, and can be relaxed to junior college after ten years of high school teaching); Middle school teaching researchers, teaching staff and personnel engaged in middle school education and teaching in other educational institutions should have a bachelor's degree or above; Junior high school teachers should have college education or above; Primary school teachers should have a secondary school education or above.
2. Applicants for education management positions should have a bachelor's degree or above, and applicants for experimental positions should have a secondary school degree or above.
(3) Teacher qualification
Applicants for intermediate teacher positions must have corresponding teacher qualifications.
(4) Annual evaluation
At the middle school level, lecturers, assistant researchers and experimenters should be competent and above in the annual assessment of their current positions in the past four years; Senior teachers in primary schools (kindergartens) should be qualified and above in the annual assessment of their current positions in the past five years.
(5) Requirements for paper
1, apply for the position of assistant researcher and experimenter, and have more than two experience summaries, scientific research reports or academic papers integrating theory with practice since taking office; Or publish this professional paper in an open journal; Or won the third prize of the municipal excellent thesis award and the second prize of the county (city, district) or above.
2. To apply for the position of lecturer, senior middle school teacher and primary school (kindergarten) teacher, you must have an educational and teaching paper (including educational and teaching cases, research projects, teaching reflections and educational essays) that has been publicly published or exchanged at or above the county (city, district) level since you took office. Those who apply for the position of senior primary school (kindergarten) teacher can only be recommended by experts.
This year's papers, as qualifications and grading contents, will no longer be organized separately.
(six) the working years of the class teacher
1. The working experience of a first-level teacher in a middle school as a class teacher shall not be less than 3 years (2 years for applicants for the first master's degree), and 5 years for applicants for senior teachers in primary schools (kindergartens) (2 years for applicants for the first undergraduate degree). Among them, the main body of moral education must be the current director (director and deputy director) of the Political and Educational Office, the secretary of the Youth League Committee, the counselor of the Young Pioneers Brigade, the head teacher and the full-time teacher of mental health education, who has made outstanding achievements in the ideological and political work of students (must be typical in educating people) and has been engaged in the work of the head teacher for 5 years or more.
2. Engaged in students' ideological and political work, director (deputy director) of the School Political and Educational Office, secretary of the Youth League Committee, counselor of the Young Pioneers Brigade, and full-time teacher of mental health education; Teachers who organize and coach students to participate in music, sports, beauty, labor skills and computer activities all the year round and have achieved certain results; The deputy head teacher, whose working hours can be halved into the working years of the head teacher.
The work experience of the head teacher must be publicized in the school.
(7) Continuing education
According to the requirements of "Regulations on Continuing Education for Primary and Secondary School Teachers", this year, applicants for the positions of first-level middle school teachers, assistant researchers and experimenters should obtain more than 192 credits from September 2004 to August 2008 (including at least 64 credits for school-based training); From September 2003 to August 2008, senior teachers in primary schools (kindergartens) should obtain more than 240 credits (of which at least 80 credits belong to school-based training).
(8) Putonghua requirements
According to the spirit of "Notice on Teachers' Putonghua Proficiency Test" (Provincial Language Committee [1 999] No.5), any teacher born after 1955 65438+ 10/0/is required to obtain the Putonghua Proficiency Test. Teachers who teach oral English or language classes should have Grade I and Grade II Putonghua tests. 1965+ 10/The Chinese teachers and kindergarten teachers in primary and secondary schools born after 1 are Grade II A and above, while the rest are Grade II B and above (management positions and laboratory technicians, who have been teaching in economically underdeveloped towns in our city 139 for 20 years, are required to reach Grade III A and above).
(nine) computer application ability requirements
According to the document issued by Zhejiang People's Institute [2006] No.58, those who apply for intermediate professional and technical qualifications must obtain the certificate of three subjects (modules) in the national computer application ability assessment of professional and technical personnel.
Those who meet one of the following conditions may be exempted from the computer application ability test:
1, at least 45 years old.
2, turn evaluation, evaluation of professional and technical qualifications.
3. Preliminary evaluation of intermediate professional and technical qualifications of master's degree recipients.
4, recognized by the state computer college (including college) graduates, excluding other professional graduates with computer courses.
5, obtain the national computer software qualification (grade) certificate.
6, made achievements in computer application, and won the second prize of scientific and technological progress at the county (district, city) level and the third prize of scientific and technological progress at the provincial and ministerial levels.
7. During the period of foreign aid and Tibet aid, the organization shall select and declare the qualifications for professional and technical positions.
8, staff transferred to enterprises and institutions engaged in professional and technical work, the first time to declare professional and technical qualifications.
9. Township grass-roots units (especially schools outside the primary and secondary schools where the county and city governments are located) (our county grass-roots units refer to schools outside the schools directly under the county, including Kunyang No.2 Middle School, Kunyang No.3 Middle School, Kunyang No.1 Primary School, Kunyang No.2 Primary School and Kunyang No.3 Primary School).
(10) foreign language requirements
The foreign language requirements of candidates for lecturer positions shall be implemented in accordance with the Notice of Zhejiang Personnel Department on Forwarding the General Office of the Ministry of Personnel on Doing a Good Job in the National Unified Examination of Foreign Language Grades for Professional and Technical Personnel in 2005 (No.237 [2004] of Zhejiang People's Institute).
(eleven) the requirements of teachers' morality
In order to strengthen the construction of teachers' professional ethics, teachers who do not meet the provisions of Article 8 of the Trial Regulations and those who violate teachers' professional ethics are not allowed to be promoted, and their schools are not allowed to recommend and declare. Offenders shall be investigated for the responsibility of school leaders. Teachers who have been punished for their professional ethics since taking office must provide relevant materials when recommending promotion, organize experts to give opinions on actual performance, and those who conceal or falsify will be disqualified from appraising and criticized once verified. If the circumstances are serious, the responsible person will be held accountable. Teachers who have made great contributions to reducing students' learning burden and improving teaching quality in an all-round way are preferred.
Fourth, exceptions.
1. Make an exception to declare the conditions of middle school teachers.
Those who do not have the required academic qualifications and have served as middle school teachers for more than 4 years or have the required academic qualifications and have served as middle school teachers for more than 3 years, and meet two of the following three conditions, can make an exception to declare their positions as middle school teachers.
(1) publish no less than 2 articles in provincial academic conferences and newspapers, or publish no less than 3 valuable professional papers, scientific research (project) reports, teaching experience summaries and educational teaching cases in municipal publications, and hold open classes at or above the county level;
(2) The teaching experience is more than 20 years, in which the teaching experience of this major and the teaching experience as a class teacher are each 10 years or more. Practice has proved that it has the ability to organize and guide teaching and scientific research, and the teaching effect is unanimously recognized as good.
(3) Obtained the title of municipal excellent teacher, excellent class teacher, advanced educator, municipal teaching rookie or provincial single advanced worker (excluding the title awarded by associations and groups), or obtained the title of county-level excellent class teacher, excellent teacher and advanced worker for 2 times or more.
Teachers at the primary school (kindergarten) level make an exception and apply for the post of senior teacher at the primary school (kindergarten) with reference to the above conditions.
2. Make an exception to declare the conditions of assistant researcher.
For primary and secondary school education administrators who have not served as research interns for more than 4 years or have served as research interns for more than 3 years, they can apply for assistant researcher positions without exception if they meet any of the following three conditions.
(1) Those who participated in the compilation of the management books for primary and secondary education (I wrote no less than 1 0,000 words).
(2) The main winners of educational management research achievements have won the third prize at the provincial level and the second prize at the municipal level and above (subject to the ranking of certificates).
(3) those who have won the titles of excellent teachers, advanced educators and teaching rookies at or above the county (city, district) level.
(4) Outstanding achievements in educational reform, supporting education in remote and poor areas, loving and caring for students, and being a model for others.
5] College graduates have been engaged in primary and secondary education management for 15 years or more, and college graduates have been engaged in primary and secondary education management for 20 years or more.
Five, one of the following circumstances, shall not be promoted to intermediate teachers.
1. Having made serious mistakes in politics, economy and moral quality in recent two years.
2. Being punished for violating family planning for less than five years.
3, poor performance, can not be competent for teaching, class teacher work.
4. Disobeying organization deployment or borrowing without authorization.
5. Accumulated sick leave for two months (except for seven difficult diseases and infectious diseases stipulated by the county public medical office) or personal leave for more than one month (except for legal holidays) during the service period.
Six, the implementation of macro control of the proportion of teachers' job structure.
According to the spirit of the Opinions of the Municipal Personnel Bureau on Implementing Macro-control of Professional and Technical Position Structure in Institutions (No.[2000] 100), all primary and secondary schools should carefully set up professional and technical positions and gradually implement macro-control of the proportion of teachers' positions in accordance with the Overall Plan of Professional and Technical Position Structure in Middle Schools (Trial) and Guiding Opinions on Professional and Technical Position Structure in Primary Schools (Trial). Our bureau will give preferential policies to vocational schools, rural and mountainous schools according to the level of teachers and the proportion of professional and technical personnel in various schools and localities, and in accordance with the spirit of relevant provincial and municipal documents, and determine the recommended proportion respectively.
Seven, business knowledge test
Intermediate teachers need to take the business knowledge examination organized by our bureau, and the specific content and scope of the examination will be notified separately.
Eight. Procedures and timetable
(1) Schools directly under the county and school districts shall submit the roster of applicants' qualifications (with database) to the Political Research Office of our bureau before June 20+165438+1October 24, respectively, and those who pass the preliminary examination will be issued the Qualification Evaluation Form for Primary and Secondary School Teachers.
(II) Schools directly under each school district and county conduct comprehensive assessment and quantitative evaluation on the teachers' moral performance, professional knowledge, teaching level, teaching and scientific research ability of the applicant, organize evaluation and recommendation, and report the quantitative evaluation table and evaluation materials (see Annex 4) of the recommended object to our Bureau 1 1 before the end of June, and pay the evaluation fee and recommendation fee according to regulations.
(3) Our bureau will examine the qualifications of the applicants and verify the quantitative scores. For those who pass the examination, a business knowledge test will be organized in early June 5438+February, and the qualification examination will be conducted jointly with the County Personnel Bureau and the Municipal Education Bureau.
(four) those who meet the evaluation conditions after verification, according to the qualifications of the applicant, combined with the comprehensive evaluation results, reported to the county intermediate teachers' job evaluation committee for evaluation.
Nine, strengthen the management of declaration
(a) all units must conscientiously do a good job in the selection, determination and adjustment of the members of the review team. The members of the review team must have a high level of policy and business, a decent style, impartiality and prestige among the masses. The number of experts and teachers in the membership shall not be less than two thirds.
(2) When submitting the evaluation materials, all applicants for intermediate positions must fill in the Letter of Guarantee for Truthfully Declaring Professional and Technical Positions signed by themselves and the leaders of their units. All applicants must truthfully fill in all kinds of forms, provide all kinds of certificates, certificates and certificates, and truthfully submit their own papers, research reports, work summaries and other materials. The school evaluates the basic situation of teachers' morality, work performance, education, qualifications, papers, work of class teachers, Putonghua level, computer application ability and annual assessment. , according to the "2008 primary and secondary school intermediate teachers job evaluation and employment quantitative scoring method" (Annex 2) one by one, fill in the "Pingyang County intermediate teachers job evaluation and employment comprehensive table" (Annex 3), temporarily announced the Wenzhou teachers' job qualifications. At that time, our bureau will publicize the objects that have passed the evaluation, and accept the supervision and reporting of the departments.
