Yimin Logistics Park is located at the intersection of Ninglian Highway (National Highway 205) and Provincial Highway 3 12 in Chajian Town, Tianchang City. The first phase of the project covers an area of more than 200 mu. The building area is 62 1 10 m2.

Yimin Logistics Park is adjacent to Ninglian Expressway, Ninghuai Expressway, Machuyang Expressway (under construction) and Ninghuai High-speed Railway (under construction), with convenient transportation and broad vision. It is an ideal place to build a large-scale logistics base. After years of research and planning, Yimin Group has traveled to more than ten well-known logistics bases all over the country, and has been inspected, evaluated and certified by experts from the Economic Cooperation Research Institute of the Ministry of Commerce, Beijing Jiaotong University and Anhui Science and Technology Consulting Center. The conclusion is feasible and scientific. Yimin Logistics Park is determined as a highway port logistics park, which is a large-scale logistics base integrating shipping, railway and aviation, and serves enterprises in eastern Anhui and surrounding provinces and cities throughout. The project has been unanimously agreed by Tianchang Municipal Party Committee, Municipal Government, Municipal People's Congress, CPPCC, Municipal Development and Reform Commission, Municipal Economic and Trade Commission and Municipal Bureau of Commerce, and has been approved by the National Development and Reform Commission and supported by the National Development and Reform Commission and the Provincial Development and Reform Commission. In 2008, it was named "Anhui Logistics Demonstration Park" by Anhui Logistics Association. The expert review meeting of "Anhui Yimin Low-carbon Logistics Park Development Plan" organized by Tianchang City, Anhui Province was held on 20 10 in the fourth meeting hall of Hefei People's Congress Conference Center, Anhui Province.

In recent years, the rapid development of urban economy has spawned a large number of third-party logistics needs. On the basis of grasping the international and domestic logistics development situation and fully understanding the importance of expanding the logistics industry, Mr. Jin Rujiang, Chairman of Yimin Group, Vice President of Anhui Logistics Association and President of Tianchang Logistics Chamber of Commerce, hired a research team led by Professor Zhang, Executive Deputy Director of Beijing Jiaotong University Development Strategy Research Institute, a domestic first-class logistics research university, to carry out low-carbon logistics planning for Tianchang City. By analyzing the geographical location of Tianchang City, the demand of Tianchang City and surrounding cities for logistics and the existing logistics park, the project team decided to plan the expansion of Yimin Logistics Park on the existing basis.

The plan puts forward the overall conception, spatial layout and strategic deployment of the development of Anhui Yimin Low-carbon Logistics Park, puts forward the development orientation such as mission orientation, target orientation, function orientation, scale orientation and market orientation, puts forward the operation modes such as profit mode, development mode, investment mode and management mode, puts forward the functional planning of warehousing and distribution area, logistics diffusion service area, automobile trading area and new rural community, and puts forward the infrastructure platform and information network platform.

The Plan plans to build an electronic product exhibition center in the park to provide a window for the export of electronic products in Qin Lan; And set up a fruit and vegetable wholesale transit center to transport vegetables from Shouguang, Shandong Province and fruits from Yantai directly to Tianchang City to meet the needs of fruits and vegetables in Tianchang City and surrounding cities. This move will drive the development of the primary and secondary industries in Tianchang City.

"Planning" first put forward the concept of "low-carbon logistics park" and incorporated it into the functional planning of the park, and made targeted planning and design for low-carbon standards in traffic management, warehousing management, office management, greening design, water circulation, roof design, photovoltaic lighting, product packaging, road and ground design and other links.

The planning and construction of Anhui Yimin low-carbon logistics park will play a good demonstration role in the development of China's logistics park.

Economic Committee of CPPCC Institute of Private Economy

On July 10, some members of CPPCC Economic Committee and Private Economy Research Association, led by Vice Presidents Zhou Yusheng and Zhu Chengping, made an investigation on the development of modern logistics industry in our city. Committee members inspected logistics enterprises such as Bada Logistics, Postal Logistics, Tong Yuan Logistics and Yimin Logistics, and held a forum attended by the heads of some logistics enterprises to listen to their opinions carefully. On July 24th, CPPCC Economic Committee and Private Economy Research Association organized relevant members to have a special discussion on how to accelerate the development of modern logistics industry in our city, and put forward opinions and suggestions for the existing problems. The investigation is hereby notified as follows:

First, the development status and existing problems of the logistics industry in our city

The logistics industry in our city started in 2002, and the first registered logistics company Tianchang Bao Tong Logistics Company was established in the urban area. Up to now, there are 14 logistics enterprises registered in the industrial and commercial departments in our city, including 5 logistics companies, 5 branch companies, 3 individual companies and individual business households 1 home.

The growing prosperity of the market and the continuous expansion of the scale of private enterprises have provided a guarantee for the development of the logistics industry in our city, and the development of the logistics industry has also effectively promoted the economic and social development of Tianchang City.

Through investigation, we all agree that although the logistics industry in our city has developed rapidly, it is still in its infancy, which is mainly characterized by "small", "chaotic" and "low".

1, the scale is generally small. Most logistics enterprises in our city are one or two facades and two or three cars. The slightly larger Bada Logistics Company covers an area of 15 mu. At present, the largest Yimin logistics company covers an area of only over 200 mu. With the rapid development of industrial economy in our city, the scale of existing logistics enterprises is far from meeting the needs of economic development in our city.

2. Commercial disorder. According to statistics, there are only 14 logistics enterprises registered in the industrial and commercial department of our city, and 22 enterprises have obtained licenses in the transportation department. Only four or five enterprises have developed well, while more than 50 enterprises are operating without a license. Most of these logistics enterprises are a signboard, a house, a telephone and several staff members, and logistics safety cannot be guaranteed. A cable company in Tongcheng town of our city employs social vehicles because of a logistics company. As a result, the owner killed the employees of the company who were riding in the car and snatched 80,000 yuan in cash and a cable worth several hundred thousand yuan. Afterwards, it was found that the driver's license, ID card and other documents were all fake.

3. The service level is low. First, the degree of informatization is low. Except the postal logistics company, other logistics enterprises all adopt the traditional operation mode, and there is no perfect logistics information management system, electronic data exchange technology and cargo tracking technology system. Many enterprises' communication means stay in the way of telephone and fax, which affects the improvement of logistics management level and service quality. Second, the degree of organization is low. The logistics enterprises in our city are scattered, the horizontal cooperation ability is weak, the logistics management means are backward, and there is no self-discipline organization in our city, so it is impossible to integrate resources. Third, the efficiency is low. The existing logistics state in our city is basically a traditional mode, with poor economic benefits and scattered, scattered, single and inefficient business entities. Fourth, the "thousands of villages and thousands of townships" project has low distribution capacity. There are 17 1 farmer's shops in the countryside of our city, and the distribution capacity is only14, which makes the safety of rural consumer goods, especially non-staple food, unable to be guaranteed, and also violates the original intention of the country to implement the "Thousands of Villages and Thousands of Towns" project.

Two, opinions and suggestions on the development of modern logistics industry in our city

(A), fully understand the significance of accelerating the development of modern logistics industry. Modern logistics industry is an important part of the tertiary industry. The rise and fall of the tertiary industry is an important symbol of a local economic and social development. Not long ago, the State Council issued "Several Opinions on Accelerating the Development of Service Industry" and established a national leading group for the development of service industry, which shows that the CPC Central Committee and the State Council attach importance to the development of service industry. Therefore, we should attach great importance to the development of modern logistics industry and take it as an eternal industry to support the development in accelerating the industrialization process of the whole city and building a new countryside. As long as we attach importance to our thoughts, have effective leadership and take proper measures, the long-lasting logistics industry will surely rise rapidly.

First, unique geographical advantages. Our city is located in the easternmost part of Anhui, extending into the abdomen of Jiangsu, adjacent to Nanjing, Yangzhou, Zhenjiang, Chuzhou, Huai 'an and other cities. Within the economic circle of Nanjing 1 hour, there are 205 National Highway, Ninglian Expressway, Ninghuai Expressway, Chu Yang First Class Highway and 3 12 Provincial Highway, and its location advantages and traffic advantages are extremely beneficial to the development of modern logistics.

Second, enterprises are at both ends. Most industrial enterprises in our city purchase raw materials and sell products. At present, a number of pillar industries such as cable instruments, machinery manufacturing, toys and clothing, electronics, food and beverage, medical equipment, metal pipes and engineering plastics have been formed. In addition, our city is also rich in agricultural products such as grain and aquatic products. Suguo supermarket, Tianzheng Supermarket, Hualian Supermarket, Shangdu, Pedestrian Street and "Thousands of Villages and Towns" project all provide business opportunities for the development of modern logistics industry.

(2) Strengthen guidance and vigorously support development. According to the spirit of relevant documents in the State Council, it is suggested to set up a high-standard service industry leading group to guide the development of the city's service industry and modern logistics industry. According to the development status of modern logistics industry in our city, we will study and formulate policies and measures to support the development of modern logistics industry and management measures to standardize the development of the industry, so as to provide an external environment for the development of modern logistics industry with fair competition, standardized operation and quality service.

(3) Rectify business order and create a level playing field. It is suggested that the leaders in charge of the municipal government take the lead in organizing the departments of industry and commerce, commerce, transportation and other departments to carry out a special investigation and rectification activity. For those logistics enterprises that are unlicensed and have incomplete procedures, they should help to reissue their licenses if they meet the opening conditions, rectify within a time limit if they are temporarily unqualified, and ban them if they are completely unqualified.

(four), the formation of the logistics industry chamber of commerce, the implementation of industry self-discipline. It is suggested that the Municipal Federation of Industry and Commerce should take the lead and cooperate with the departments of commerce and transportation to guide the establishment of the logistics industry chamber of commerce in our city, strengthen industry self-discipline and service, and accelerate the development of modern logistics industry.

(5) Attach great importance to the construction of the "Thousands of Villages and Thousands of Townships" project distribution center to ensure the quality and safety of rural consumer goods. It is suggested that the municipal government give key support to enterprises that meet the requirements and have the ability to build the distribution center of "Thousands of Villages and Thousands of Townships" project, and give certain preferential treatment on land use and related fees.

(six), the construction of braided logistics park, support the backbone logistics enterprises. Logistics park is an indispensable key to logistics organization and management in modern logistics system. The establishment of logistics park is conducive to the integration of existing resources and the introduction of modern management system; Conducive to the extension of the industrial chain, give full play to its economic agglomeration, reduce circulation costs and improve operating efficiency; Conducive to attracting investment; Conducive to the production and operation of enterprises; It is conducive to optimizing traffic order and improving urban and rural environment. If the park is located in the braided river, it will be more conducive to alleviating the urban traffic pressure. Based on the above understanding, we suggest that the municipal party committee and the municipal government take precautions and consider whether it is possible to build the first modern logistics park in eastern Anhui with Yimin logistics as the center in Chajian Town.

Chajian has always been an important town of trade and logistics between Jianghuai. With the increasingly prominent traffic advantages, it is ideal to choose to build a logistics park in Chajian. Now there are three logistics companies, Yimin, Tong Yuan and Hualong, operating in Chajian, and the prospects are promising. Yimin Industry & Trade Group has set up "Yimin Logistics Company" covering an area of more than 200 mu on the south side of Chajian overpass. At present, the company decided to build a large-scale logistics center through expert argumentation. The positioning of the center is to integrate logistics market, cargo transportation and stowage, simple processing, sorting, packaging, warehousing services, information circulation and other diversified third-party logistics modes. The project was supported by the Provincial Department of Commerce, the Provincial Economic and Trade Commission, the Provincial Development and Reform Commission and the National Development and Reform Commission. If we can build a certain scale Chajian Logistics Park with Yimin Logistics as the center, it will not only attract more logistics enterprises to settle in the park, but also attract more industrial and commercial enterprises to settle in the Chajian Industrial Park and Logistics Park, which will certainly promote the sound and rapid economic development of our city. Xinfa aluminum profile enterprises have invested and built factories in Chajian just considering that Yimin Logistics Company has settled in Chajian. The enterprise has been officially put into production, and it is estimated that the annual sales revenue will exceed 100 million yuan.

In the case that the logistics park has not been formally built, we should focus on supporting a number of powerful and large-scale logistics enterprises and accelerate their development and growth. At present, we should pay special attention to the project construction of Yimin Logistics Center, and ensure the smooth implementation of the project construction through the support of policies and the strengthening of guiding forces.
